THE CITY ADOPTED THAT POLICY IN MAY OF 2001.

THEY IMPLEMENTED THE CARD PROGRAM IN SEPTEMBER OF 2001.

SO WE'VE HAD ABOUT A YEAR AND A HALF OF WORKING WITH IT.

SO BASED OFF OF THAT YEAR AND A HALF, UM, UH, AMY AND MYSELF AND, UH, MEGAN WENT THROUGH THE POLICY AND MADE SOME CHANGES.

AND AGAIN, AS, AS I MENTIONED, THE PROCUREMENT POLICY REFERS BACK TO THE TRAVEL POLICY, UH, AGAIN, BECAUSE MOST OF THE TIME THE CREDIT CARD'S USED FOR TRAINING AND TRAVEL, HOTEL RESERVATIONS AND SUCH.

AND SO UPON READING THE TRAVEL POLICY, UM, WHAT WE KIND OF TRY TO DO IS STRENGTHEN IT.

SO YOU SAW WHERE IT'S IN SEVERAL PLACES, IT WOULD SAY THE CITY WOULD PAY ACTUAL COSTS.

SO WE STRENGTHENED IT TO ACTUAL COSTS THAT WERE REASONABLE AND NECESSARY.

AND THEN WITH REGARD TO, SAY, HOTEL COSTS, THERE WASN'T REALLY A GUIDELINE AS TO WHAT THAT LEVEL OF COST WOULD BE.

SO BY PUTTING IN THE GSA REQUIREMENT, THEN THEY HAVE THE, THE EMPLOYEE WOULD HAVE AN OPPORTUNITY TO KIND OF SEE WHAT THE STANDARD IS FOR THAT CITY AND GIVES US A BASIS AS TO WHAT THEIR COST FOR THAT HOTEL SHOULD BE, OR THE PER DIEMS FOR THE MILE THE MEALS.

AND AS SUCH, OTHERWISE WE DIDN'T REALLY HAVE A BASIS.

AND PEOPLE HAVE A TENDENCY TO, YOU KNOW, ACTUALS KIND OF A VAGUE TERM.

PEOPLE HAVE A DIFFERENT PERSPECTIVE OF HOW MUCH THEY SHOULD SPEND ON A HOTEL ROOM.

SO, UM, ONCE, WHEN TERRY HAD RESIGNED, THE PARKS DEPARTMENT HAS TAKEN OVER THE YOUTH ADVISORY COUNCIL, AND THEN OF COURSE, COVID HIT.

AND WE HAVEN'T REALLY GOTTEN THE PROGRAM BACK GOING.

SO WE'VE BEEN KIND OF STRUGGLING TO GET THE MEMBERS IN THAT WE NEED.

AND THEN THE NEW BOARD'S IN, AND WE CAN START WORKING ON THE SUMMER PROGRAM.

AND THEN THROUGHOUT THAT YEAR THEY CAN START HELPING RECRUIT PEOPLE IN.

AND THAT WAY IT, AND IT'S ALSO A 12 MONTH BOARD INSTEAD OF JUST THE NINE.

UM, AND THEN ALSO ADDED INSTEAD OF 18, GO UP TO 19.

CUZ SOMETIMES THERE'S KIDS THAT ARE IN SCHOOL, SENIORS IN HIGH SCHOOL THAT WE WOULD RECRUIT.

SO AGAIN, I ENCOURAGE US AS WE, UH, YOU KNOW, TAKE THE OPPORTUNITY TO PLAN AND GO AFTER SOME OF THESE GRANT DOLLARS.

SO THE ONLY THING LEFT IN THAT, UH, IN THAT OUTFALL IS REPLACEMENT OF THAT PIPE FOR REHABBING OF THAT PIPE.

SO WHAT ALTERNATIVE DO WE HAVE IF WE DON'T GET TECH DOT COOPERATION? UH, WELL, WE, I MEAN, UM, IF IT WERE THAT, IT WOULD BE, I MEAN, IF THEY, IF WE WOULD, UH, GET A CONTRACT THAT THAT WOULD TAKE ON THE TRENCHLESS TYPE OF SITUATION THERE, AND THAT IS TRY TO LINE THAT PIPE THAT, UH, ONE OF THE PIPES THAT EXISTS THERE WITH A POLYETHYLENE, UH, CARRIER OR, OR, YOU KNOW, UH, THAT WOULD BE THE EASIEST.

AND TEXTILE WOULD NOT BAT AN EYE ON ALLOWING THAT THING BECAUSE THEN NOTHING WOULD BE THERE COMPROMISED.

AND WE WOULD ALSO, YOU KNOW, HAVE A LITTLE BIT MORE COMFORT LEVEL ON THAT SITUATION.

THAT GROUND IS HIGHLY SATURATED WITH WATER.

UH, IT'S GONNA TAKE AN ENORMOUS, UH, DEWATERING TYPE OF CONSTRUCTION OR, UH, YOU KNOW, UH, REQUIREMENTS IN ORDER FOR US TO BE ABLE TO WORK ON UN ON AN OPEN, UH, CUT TYPE CONDITION THERE.
