MR. CHAIRMAN, THAT, UH, THIS IS A, UH, PROJECT.

IT'S A REQUEST FOR A SIDE PLAN AMENDMENT OR A SIDE PLAN, UM, MODIFICATION.

IT WAS, UH, BROUGHT IN BY, UH, KIMLEY HORN, UH, PRIMARILY FROM THEIR, UH, WEST COAST OFFICE.

AND WHEN WE LOOKED AT THE PRO, AT THE PARTICULAR SIDELINE THAT THEY PROVIDED US, WHICH WAS A SOMEWHAT OF A, UH, I GUESS, UH, SOMETHING THAT WASN'T, I MEAN, WE COULDN'T REALLY MAKE HEADS AND TAILS OF WHAT IT WAS THERE.

DIDN'T GIVE US THE RIGHT STORY OR THE FULL STORY OF WHAT IT IS THAT THEY WERE PROPOSING.

UH, WHAT IT BOILS DOWN TO IS, UH, THEY ARE WANTING TO PUT IN A, UH, STANDALONE, UH, CURBSIDE ENCLOSED ENCLOSURE BUILDING, UH, RIGHT ABOUT WHERE THE EXISTING, AND YOU HAVE THAT EXISTING, THE EXISTING SITE PLAN.

WHAT THEY'RE PROPOSING TO DO IS COME IN HERE AND, UH, UH, ERECT A, AN ENCLOSURE FOR CURBSIDE, I GUESS, UH, STORAGE.

AND, UH, TAKING OVER WHAT IS THE CURBSIDE RECYCLING AREA? UH, THE, UH, THE PARKING AREA.

IT'S A 5,000 TO 6,000 SQUARE FOOT BUILDING THERE.

THAT BY ITSELF DEMANDS AND REQUIRES PARKING SPACES ACCORDING TO OUR, ACCORDING TO OUR ORDINANCE.

UH, THERE ARE ALSO, WITH THIS PARTICULAR PROJECT, THERE ARE ALSO DEDICATING AND AN AREA IN HERE OF THE REGULAR STANDARD PARKING SPOTS AND RE DESIGNATING THEM INTO CURBSIDE PARKING SPACES.

45 OF THESE, THEY ARE RELABELING, THESE TWO CURBSIDE PARKING SPACES.

THE REASON WHY WE GOT A LITTLE BIT, UH, CONCERNED ABOUT THIS THING IS THAT, AND I GAVE YOU A BRIEF HISTORY OF THE MANY TIMES THIS, UH, THIS PARTICULAR SIDE PLAN HAS CHANGED AND HAS, UH, IN SIZE AND IN PARKING, UH, PARKING AREAS.

AND IT ALL STARTED WITH THE ACTUAL SEPARATION OF THIS PARTICULAR OFFSITE, EXCUSE ME, OF THIS PARTICULAR OUT PARCEL, WHICH IS WHAT ANOTHER CHICK-FIL-A IS ALSO THIS RETAIL STRIP CENTER RIGHT AT THIS PARTICULAR AREA.

AND THEN LATER ON, THEY CAME IN HERE AND PUT IN THIS, UH, THEY CUT OFF THIS PARTICULAR MURPHY OIL, UH, GAS STATION.

UH, WITH ALL THOSE CHANGES THAT OCCURRED, THEY LOST PARKING SPACE FROM THE OVERALL TRACK THAT THEY ORIGINALLY CAME IN, PLUS SOME OF THE RESERVES THAT THEY HAD DESIGNATED THAT THEY

DIDN'T BUILD ANY PARKING, BUT THEY HAD LEFT THE RESERVES IN ORDER TO COMPENSATE THE LOSS OF THE LAWS OF THOSE PARKING SPACES.

THEY STARTED, OF COURSE, TRADING IN AND BUILDING ADDITIONAL LOTS, ADDITIONAL PARKING SPACES, UH, INCLUDING THIS RIGHT HERE, WHERE CURRENTLY IT'S FENCED IN.

IT IS ALSO BEING USED AS THEIR, AS THEIR PLANTING OR LANDSCAPE, UH, STORAGE AREA FOR MATERIALS, EQUIPMENT, WHATEVER IT IS THAT THEY, THAT THEY STOPPED AT THE LAST TIME THEY CAME IN HERE, WHICH WAS TO CREATE THIS CURBSIDE RECYCLING PLACE, UH, CURBSIDE RECYCLING, UH, I MEAN, NOT RECYCLING.

I DON'T KNOW WHY I'M USING THAT.

UH, CURBSIDE PARKING, UH, THE PARKING COUNT AT THAT TIME, THAT LAST TIME THAT THEY CAME DOWN HERE, HAD HAD THESE HO THAT HAD THE WHOLE SIDE AT ONLY 13 SPACES SURPLUS FROM WHAT THEIR NEED WAS BASED ON FIVE TH FIVE PARKINGS PER THOUSAND SQUARE FOOT OF BUILDING, WHICH IS OUR ORDINANCE RIGHT NOW FOR THAT TYPE OF, UH, UH, THAT TYPE OF USE BY THEM COMING IN NOW WITH THIS NEW ENCLOSURE THAT FIRST OF ALL TAKES IN MOST OF THIS SPARKING ROD HERE, THE ADDITIONAL 13, THE SURPLUS 13 THAT THEY HAD.

THEY ARE ALSO REQUIRED TO HAVE ANOTHER, CAN'T REMEMBER EXACTLY WHAT IT IS, 27 MORE FOR THEIR OWN, FOR THE NEW ENCLOSURE THERE.

SO THEY ARE NOW, ACCORDING TO THE CURRENT REQUIREMENTS, THEY ARE NOW ON THE SHORT SIDE OF THE PARKING SPACE COUNT.

WHEN WE TOLD THAT TO, UH, KIMLEY HORN FROM THE WEST COAST, UH, THEY REALIZED WHAT THE SITUATION WAS.

THEY WENT BACK AND DECIDED AND TRY TO SEE WHAT IT WAS THAT THEY COULD DO IN ORDER TO MAKE THAT COMPENSATION FOR THE PARKING SPACE LOST.

WHAT THEY CAME BACK IS WITH A SIDE, A, LIKE I SAID, A PARTIAL SIDE PLAN THAT REALLY DOESN'T TELL THE STORY.

THAT ONLY SHOWS WHERE THEY'RE PROPOSING TO TAKE IN THE STANDARD PARKING AREA FOR HERBICIDE PICKUP.

AND ALSO THIS LITTLE AREA RIGHT HERE THAT SHOWS WHERE THE ENCLOSURE IS, UH, THEY SHOW A BLOWUP OF THE BUILDING ITSELF, IF YOU HAVE IT THERE.

UM, DO YOU HAVE THAT ONE RIGHT THERE? OKAY.

THIS IS WHERE THEY SHOW THE NEW, THE NEW, UH, THIS IS WHERE THE EXISTING BUILDING IS.

THIS IS THE BUILDING CLOSURE THAT THEY'RE ADDING, OF COURSE, TAKING OVER WHAT USED TO BE THE, UH, CURBSIDE PARKING.

AND THEN THEY SHOW A PART OF THE, UH, THE ROAD, ROAD CROSSING OF THE ROAD THAT GOES BETWEEN THEM AND THE PARKING THAT THEY'RE PROPOSED TO HAVE AS, AS, UH, CURBSIDE PARKING.

UH, IN A NUTSHELL, THE WAY THEY ARE COMING BACK TO US WITH PARKING IS THAT THEY ARE SAYING, WELL, YOU KNOW, ACCORDING TO INDUSTRY STANDARDS, WHETHER IT'S, I DON'T KNOW WHETHER IT'S THE, UH, WALMART ITSELF, INDUSTRY OR OTHER INDUSTRIES, UH, CALIFORNIA INDUSTRIES, MAYBE, HMM, UH, , THEY ARE, UH, THEY ARE SAYING THAT, YOU KNOW, FOUR PER THOUSAND PARKING FOR A THOUSAND SQUARE FOOT SHOULD BE WHAT IS BEING APPLIED SHOULD BE APPLIED IN THIS PARTICULAR CASE THAT, YOU KNOW, DOES NOT MEET THESE REQUIREMENTS.

SO THAT'S THE REASON WHY WE BRING IT UP BEFORE YOU, FOR YOU TO MAKE THAT, THAT CALL, WHETHER OR NOT YOU ARE, YOU KNOW, UM, EITHER SATISFIED, EITHER JUSTIFIED OR HOWEVER, HOWEVER YOU WANT TO, HOWEVER YOU WANT TO TREAT THAT.

UH, ORIGINALLY THE CALIFORNIA, UH, GROUP, UH, WAS ASKING IT TO BE, UH, UH, DONE BY VIRTUAL MEETING.

AT THE SAME TIME, I DECIDED TO, UH, OPEN IT UP ALSO VIRTUALLY SO THAT YOU, YOU KNOW, GET AN IDEA OF WHAT IT IS THAT THEY'RE ASKING AND WHETHER OR NOT YOU WANT TO SOMETIME IN THE FUTURE CONSIDER THIS, UH, AS, OR WHETHER YOU ARE, WILL BE CONSIDERING THIS ONLY UNDER SPECIAL TYPE CONDITIONS, UNDER SPECIAL ARRANGEMENTS.

SO THE MAIN ITEM RIGHT NOW IS WHETHER OR NOT THE PARKING COUNT THAT THEY'RE OFFERING, WHICH IS BASED ON A ONE 400, UM, FOUR TO 1000, WHETHER IT WOULD THEN SUFFICE TO, TO, UH, SUPPORT THIS PARTICULAR SITE.

UM, HAVE WORKED WITH THE WALMART PROGRAM FOR MOST OF MY CAREER.

SO, UM, SINCE, I DON'T KNOW, SINCE PROBABLY ONE OF LIKE 2016 WHEN ONE OF THE, UM, ITEMS THAT YOU MENTIONED WAS ON THE AGENDA.

UM, THIS IS BEING DONE OUT OF OUR SOUTH, UM, CALIFORNIA OFFICE.

WE'RE WORKING ON OTHER WALMARTS IN TEXAS AS WELL.

UM, BUT WANTED TO, THERE'S KIND OF A COUPLE POINTS THAT I JUST WANTED TO KIND OF MENTION.

UM, SO AS FAR AS THE FOUR OH RATIO THAT WAS MENTIONED, UM, WALMART HAS DONE EXTENSIVE STUDIES AND HAS CONFIRMED NATIONWIDE THAT A FOUR OH RATIO IS SUFFICIENT FOR THEIR STORES.

UM, THEY OBVIOUSLY WANNA HAVE PARKING FOR THEIR CUSTOMERS DON'T WANT THAT TO BE AN ISSUE FOR SOMEONE TO BE LIKE, OH, I CAN NEVER FIND A PARKING SPOT, SO I'M NOT GONNA GO.

UM, SO THEY'VE DONE EXTENSIVE RESEARCH TO DETERMINE, UM, THAT THE FOUR OH IS, IS THE RIGHT RATIO FOR THEM.

UM, WITH THIS REVISION, UM, WITH A BUILDING EXPANSION, UM, THIS STORE WOULD STILL BE AT A 4.4, UM, IF YOU LOOK AT THE OVERALL RATIO FOR THE SITE.

UM, SOMETHING ELSE TO NOTE, UM, IS IF YOU BREAK DOWN THE CELLS FLOOR AREA VERSUS LIKE THE STORAGE AND BACK OF HOUSE, OF THE SITE, UM, THE CELLS FLOOR IS APPROXIMATELY THREE-FOURTHS OF THE SITE, UM, OF THE SQUARE FOOTAGE AT 151,000 SQUARE FEET.

UM, AND THEN THE STORAGE IS APPROXIMATELY 52 50 3000 SQUARE FEET.

UM, SO WHEN YOU LOOK AT THAT AND YOU DID A FIVE OH RATIO FOR THE SALES FLOOR, WHICH CUSTOMERS WOULD ACTUALLY BE COMING IN.

UM, SO IF YOU DID A FIVE OH RATIO FOR THAT, UM, YOU WOULD BE LEFT WITH A 2.9 RATIO FOR THE BACK OF HOUSE WAREHOUSES, THE BUILDING EXPANSION AREA.

UM, SO THE BUILDING EXPANSION AREA IS PREDOMINANTLY USED FOR A STORAGE PURPOSE.

UM, IT'S NOT INTENDED FOR CUSTOMERS TO OCCUPY THAT SPACE.

UM, SO WITH THAT, UM, THERE'S NOT EXPECTED TO HAVE NEGATIVE EFFECTS ON THE PARKING RATIO.

UM, IT WOULD HAVE A MINIMAL EFFECT ON THE PARKING DEMAND, UM, AND IN FACT IN WAYS WOULD POTENTIALLY CREATE A LESS DEMAND.

UM, PEOPLE AREN'T HAVING TO PARK AND GO IN AND GET THEIR COUPLE OF ITEMS, AND IT MAY BE TAKING 30 MINUTES.

THEY COULD HAVE DONE THE ORDER ONLINE, PULL INTO THE PARKING SPACE, AND THEY HAVE A 10 MINUTE WINDOW TO BE THERE TO PICK IT UP.

UM, SO THAT'S KIND OF AS MENTIONED, THE 41 SPACES, UM, OR 45 SPACES FOR THE PARK.

THE PICKUP WOULD BE INCLUDED IN THAT, UM, FOR THE EASE OF THE ASSOCIATES TO BRING OUT THE ITEMS TO THOSE CUSTOMERS.

UM, AND I GUESS THE LAST ITEM, JUST KIND OF OVERALL ITEM THAT I COULD MENTION, UM, IS THE EXTENSIVE, THE IT OF TRANSPORTATION ENGINEERS PARKING GENERATION FIFTH EDITION, UM, FOR THE NATIONAL PARKING DEMAND OBSERVATIONS FOR STANDALONE DISCOUNT STORES.

UM, THEY ASER OBSERVED IN TYPICAL SUBURBAN AVERAGES OF 1.46 SPACES PER THOUSAND SQUARE FEET ON WEEKDAYS, UM, WITH AN 85 PERCENTILE, 85TH PERCENTILE OBSERVATION OF 2.03 PER THOUSAND.

AND THEN THE HIGHER SATURDAY OBSERVATIONS WERE AN AVERAGE OF 2.07 SPACES PER THOUSAND SQUARE FEET WITH THE 85TH PERCENTILE AT 2.81 PER 1000 SQUARE FEET.

SO THAT'S JUST KIND A GENERAL OVERVIEW.

I DON'T KNOW IF THERE'S ANY SPECIFIC QUESTIONS ON ANY OF THAT INFORMATION OR, UM, OTHER QUESTIONS THAT Y'ALL HAVE FOR ME.
