AND WHEREAS OUR PARKS AND NATURAL RECREATION AREAS ENSURE AN ECOLO ECOLOGICAL BEAUTY OF OUR COMMUNITY AND PROVIDE A PLACE FOR CHILDREN AND ADULTS TO CONNECT WITH NATURE AND RECREATE OUTDOORS.
WHEREAS THE CITY OF LAKE JACKSON, BRAZORIA COUNTY RECOGNIZED THE BENEFITS DERIVED FROM PARKS AND RECREATION RESOURCES.

UM, IN THE PAST, THE BUDGET IS USUALLY HAS BEEN, YOU KNOW, 475 PAGES.
I THINK WE'VE NOW GOT IT DOWN TO WE ARE 2 74.
WE HAVE SEEN A COUPLE OF OTHER CITY'S BUDGETS, WHICH ARE AROUND 575 PAGES.
SO I THINK WE'RE GONNA START TO WORK ON, UH, INCREASING THE SIZE

THE MONEY PRO PROPORTIONALLY GOES DOWN THE MORE PAGES.
UH, FIRST I WOULD JUST WANT TO GIVE YOU JUST AN OVERALL, UM, PICTURE OF THE BUDGET.
UM, THE BUDGET'S COMPRISED OF SEVERAL FUNDS.
UM, ONE, THE GENERAL FUND IS, WHICH WE NORMALLY THINK OF, AND IT COVERS GENERAL GOVERNMENT ACTIVITIES SUCH AS POLICE, FIRE, E M S, UH, PARKS AND RECREATION.
UH, THE SECOND LARGE, THE SECOND FUND AFTER THAT IS THE UTILITY FUND, WHICH IS WATER AND SEWER AND SANITATION FOR US.
THEY'RE ALSO, WE HAVE A HALF-CENT FUND, UM, VOTED ON BY THE VOTERS, WHICH IS, UH, FUNDED BY, UM, THE HALF-CENT SALES TAX THAT FUNDS PRIMARILY, UH, PARKS AND RECREATION ACTIVITIES, UM, BUT ALSO, UM, ECONOMIC DEVELOPMENT PROJECTS AS WELL.
THEN WE HAVE MOTEL, UH, TAX FUND, WHICH IS A SMALLER PEG FUND.
AND THEN WE HAVE OUR CAPITAL PROJECTS FUND.
OUR CAPITAL PROJECTS FUND IS REALLY MOSTLY FROM END OF THE YEAR REVENUE.
WHEN OUR EXPENDITURES ARE LOWER AND OUR REVENUES ARE A LITTLE BIT HIGHER, WE TAKE THE SAVINGS AND, UH, REPLENISH OUR CAPITAL PROJECTS.
AS YOU CAN SEE, ALL FUNDS COMBINED.
OUR OCTOBER REVENUE THIS YEAR WE'RE ESTIMATING IS, UH, A LITTLE OVER $53 MILLION.
PROPERTY TAX MAKES UP ABOUT EIGHT, UH, RIGHT UNDER 19% OF THAT.

SO THIS WATER, SEWER AND SANITATION FEES, UH, WE CAN TAKE CHARGES, CHARGES FOR SERVICES ON OUR EXPENDITURES.
YOU CAN SEE SALARIES IS THE BIGGEST COMPONENT.
THAT JUMPS UP OVER 60% WHEN YOU GO TO THE GENERAL FUND.
UH, THE GENERAL FUND IS SALARY HEAVY.
WHEN YOU GO TO THE UTILITY SIDE, IT SWITCHES, UH, AND IT'S MORE CAP, IT'S MORE CAPITAL INTENSIVE CHEMICALS TREATMENT, UH, DEBT IS ABOUT 14%.
AND THEN YOU CAN SEE AGAIN, CAPITAL PROJECT EXPENDITURES IS, UH, THE SAVINGS.
AND YOU'LL SEE WHEN I SAY WE HAVE A, A BALANCED BUDGET, UM, THAT IS USUALLY FOR THE GENERAL UTILITY FUND.
WHEN YOU SEE ALL FUNDS WHERE IT'S NOT BALANCED, IT'S USUALLY BECAUSE WE'RE SPENDING, WE HAD END YEAR SAVINGS AND WE'VE TRANSFERRED AND WE'RE SPENDING MORE ON CAPITAL PROJECTS FROM SAVINGS.
YOU JUST HAD A BATTERY OR SOMETHING? I MUST SOMETHING.
UM, SO I'LL GO AND JUMP INTO THE GENERAL FUND.
OUR CURRENT TAX RATE RIGHT NOW IS 0.3, 2 3, 1, 2, 1.
UM, THIS YEAR WE'VE HAD A SIZABLE INCREASE IN APPRAISED VALUES.
UH, RIGHT NOW WE ARE LOOKING AT THE ESTIMATED, UH, VALUE OF ROUGHLY ABOUT, UH, 3.4 BILLION.
THAT IS ABOUT A 22% INCREASE, UH, IN APPRAISED VALUES.
AND WHAT THAT MEANS IS WHEN THE APPRAISED VALUE GOES UP, THE TAX RATE, UH, OF COURSE HAS TO COME DOWN, UH, AND HAVE A NO NEW REVENUE RATE.
WHAT I'M PROPOSING RIGHT NOW, UM, AGAIN, WE'RE STILL WAITING ON APPEALS.
THE FINAL, UM, APPRAISED VALUES WILL COME INTO US ON JULY 25TH.
SO WHEN I PROPOSE THE TAX RATE, IT'S STILL TENTATIVE BASED ON FINAL, UH, APPRAISED VALUES.
CURRENTLY, WHAT WE'RE I'M RECOMMENDING IS, UH, A LITTLE OVER, UH, 30 CENTS, 30.5.
AND AGAIN, THIS WILL ADJUST ONCE WE GET THE FINAL, UH, VALUES.
THIS IS A PROPOSED TAX INCREASE OF ABOUT 1.75%.
UH, OF OUR, OUR A HUNDRED THOUSAND DOLLARS.
UH, THE CURRENT FUND BALANCE IS 7.3 MILLION.
UH, THAT'S ABOUT THREE AND A HALF MONTHS OF OPERATION ON THE GENERAL FUND.
UH, ON THE REVENUE SIDE, WE ARE SEEING A 4.7% INCREASE.
UH, THAT IS ONE MADE UP OF A HUNDRED THOUSAND FROM THE PROPERTY TAX REVENUES BEING RECOMMENDED.
SALES TAX REVENUES, I HAVE THOSE DECREASING $7,000.
UM, WE'RE INCREASING AT 1% ON REALIZED REVENUE, BUT IT'S STILL A LITTLE BIT DOWN FROM BUDGET TO BUDGET.
OUR PRIMARY INCREASE THIS YEAR WAS THE INDUSTRIAL DISTRICT REVENUES INCREASING $740,000.
AND THAT'S MOSTLY BECAUSE WE WERE TOLD, UH, ABATEMENTS ARE COMING OFF, UH, THIS PAST YEAR.
AND SO, UH, WE'RE SEEING THAT INCREASE.
UH, THE OTHER BIG, UH, POINT OF CONVERS CONVERSATION THAT WE'LL HAVE THIS SUMMER WITH YOU IS STAFF IS RECOMMENDING, UM, SELLING THE NEXT SET OF, UH, BONDS.
UH, THE VOTERS APPROVED THOSE AND MAY HAVE, UM, UH, THERE'S MY TYPO.
UH, IN 2021, NOT 2012, WE'RE AT A NO NEW POSITIONS, UH, PAPER PERFORMANCE AND MARKET INCREASE.
UH, WE HAD LOGICS, UM, COMPENSATION, UH, COME IN INTO A STUDY.
THEY RECOMMENDED A 5% MARKET ADJUSTMENT AND FUNDING OUR MERIT INCREASE, UH, WE COULD NOT GET THAT IN THERE.
UM, SO WE ARE DOING A, UH, RIGHT NOW I'M RECOMMENDING A 3%, UH, MARKET PERFORMANCE THAT WOULD HAPPEN IN OCTOBER.
AND THEN THE MERIT INCREASES OF TWO, THREE, AND FOUR.
PROPERTY INSURANCE HAS GONE UP ABOUT $120,000.
EMPLOYEE HEALTH INSURANCE HAS GONE, UH, HAS GONE UP.
UH, OF COURSE WE DID, UH, GO OUT FOR RF, UH, P THIS YEAR.
WE DIDN'T GET ANY RESPONSE EXCEPT FOR OUR CURRENT PROVIDER, SO WE'LL TRY THAT AGAIN NEXT YEAR.
POLICE OVERTIME, THEY'VE ASKED IT.
THEY'VE ASKED FOR AN INCREASE IN OVERTIME.
THIS REALLY JUST REFLECTS, UM, OUR HISTORICAL TREND OF WHAT WE'RE USING.
THAT'S BEEN A SAVINGS OF $75,000 AND A DECREASE IN ELECTRICITY.
ALSO, I THINK WE PROBABLY OVERESTIMATED, UH, OUR USAGE, UH, LAST YEAR.
THERE'S ONE OTHER ONE THAT I FORGOT TO MENTION RIGHT NOW.
I'M UNFUNDING TWO AND A HALF POSITIONS IN THE GENERAL FUND.
THAT'S FOR HUMANE, SINCE WE ARE, THEY WERE REALLY BUDGETED FOR WHEN THE ANIMALS, THE NEW ANIMAL SHELTER OPENED.

AND INDUSTRIAL DISTRICT IS SECOND, AND THEN PROPERTY TAXES IS THIRD.
AND THEN WHEN YOU LOOK ONTO OUR EXPENDITURES, PUBLIC SAFETY, UH, INCLUDES POLICE, FIRE, EMS, AND ANIMAL, UM, CONTROL.
UH, THE, UM, I BELIEVE THE POLICE BUDGET IS 6.7 MILLION.
UH, SO YOU COULD MAKE AN ARGUMENT THAT, YOU KNOW, ALL OF YOUR PROPERTY TAXES COVER, YOU KNOW, THE POLICE DEPARTMENT.
UM, EVERYTHING ELSE IS FUNDED, UH, YOU KNOW, FROM, YOU KNOW, OUR OTHER REVENUES.
SO WE'RE VERY BLESSED WITH, UH, THERE ARE THREE THINGS THAT I'VE ALWAYS SAID THAT, UH, BLESSED LAKE JACKSON AND HAVING A VERY LOW TAX RATE AND ONE SALES TAX AT THAT SALES TAX COLLECTION.
ASSET SALES TAX, UH, IN 95, YOU KNOW, FROM OUR STUDIES, IT SHOWED 70% OF OUR SALES TAX IS FROM NON-RESIDENTS.
THAT MAY HAVE GONE DOWN SINCE THEN, BUT I WOULD STILL SAY IT, IT'S PREDOMINANTLY, UH, NON-RESIDENTS INDUSTRIAL DISTRICT.
AND THEN HAVING A VOLUNTEER FIRE DEPARTMENT, THOSE THREE THINGS, UH, MAKE IT MAKE OUR TAX RATE VERY LOW.
AS YOU CAN SEE, PROPERTY TAXES, AGAIN, THIS IS 5.8 MILLION.
THIS IS AFTER OUR REBATES TO DOW CHEMICAL FOR THE BUILDING ACROSS THE STREET AND H E B.
THOSE WERE THREE 80 AGREEMENTS THAT WE MADE A COUPLE OF YEARS AGO.
UH, THE AVERAGE HOME VALUE HAS INCREASED, UH, FROM, I WANNA SAY 246,000 LAST YEAR TO 2 71.
THE CITY MAKES UP ABOUT 18% OR $830.
UH, WHEN I'M TALKING ABOUT A 1.75% INCREASE, THAT'S APPROXIMATELY $34 A MONTH THAT WE HAVE AN INCREASE OUT.
OUT OF THAT SEVEN, A LITTLE LITTLE UNDER $8 IS FOR OPERATIONS.
THE REST OF THE INCREASE IS BECAUSE OF ISSUING THE 16 AND A HALF MILLION.
AND YOU CAN SEE HERE, THIS IS IN THE HOUSTON GALVESTON REGION.
YOU CAN SEE TAX RATES OF CITIES OVER 20,000.
AND THEN SOME OF OUR OTHER CITIES THAT ARE WITHIN, YOU KNOW, IN BRAZORIA COUNTY, UH, WE'RE CURRENTLY AT 32, 31 AND ROUGHLY RECOMMENDING, UH, 35 6.
UH, AND THEN HISTORICALLY, AS YOU CAN SEE, THIS IS THE EVALUATIONS, UM, OF PROPERTY.
AND AS THAT THEY'VE GONE UP, OUR TAX RATE HAS GONE DOWN.
UH, AND, AND SO WE, UH, I GUESS WHEN I GOT HERE AND 1995, THE TAX RATE WAS 39 CENTS.
AND NOW WE'RE GONNA, WE'RE GETTING CLOSE TO HITTING 30 CENTS.
THE PROPERTY TAX DISTRIBUTION, YOU CAN SEE THIS TAX RATE OVER THE LAST 10 YEARS.
UM, IT'S REALLY MADE UP OF TWO TAX.
ONE IS WHAT COUNCIL APPROVES IN THE BUDGET FOR THE OPERATING.
AND THE, THE TOP ONE IS WHAT THE VOTERS APPROVE, UM, UM, FOR WHEN THEY GO OUT FOR ELECTION FOR BOND DEBT.
AND YOU CAN SEE, UM, IT, THE RATES HAVE, THE AMOUNTS THAT WE COLLECT HAVE INCREASED OVER TIME, BUT THE RATES HAVE GONE DOWN.
AND THAT'S REALLY BECAUSE OF VALUES, UM, HAVE GONE DOWN, UH, HAVE GONE UP.
UH, SO AGAIN, UM, THIS YEAR WE'RE RECOMMENDING, UH, 0.1857 AND THE TAX RATE, THERE'S A TWO PENNY TAX INCREASE AND THE DEBT RATE, AND THAT'S REALLY FOR THE 16 AND A HALF MILLION DOLLARS THAT WAS APPROVED BY THE VOTERS.
OUR BUDGET IS PROPOSED, UH, AT 17.5 MILLION.
UH, THE DIFFERENCE IS, UH, A LITTLE LESS THAN 900,000.
THAT'S A FIVE, UH, 5.3% INCREASE.
I'M RECOMMENDING TO INCREASE THE UTILITY BA BASE RATE, $1 ON SEWER.
UH, THE WATER PER GALLON RATE INCREASES 30 CENTS, UM, PER THOUSAND.
AND THE SEWER RATE IS INCREASED OF 25 CENTS PER 1000, UH, GALLONS.
NOT RECOMMENDING A RESIDENTIAL GARBAGE AND RECYCLING.

AND WE'VE, WE'VE TENTATIVELY, TENTATIVELY DISCUSSED IT.
UM, BUT THEY WERE RECOMMENDING A RATE INCREASE ON RESIDENTIAL.
BUT I'VE HELD OFF CUZ WE'VE GOT THE BUDGET, UH, BALANCED ON THE UTILITY SIDE.
THERE HAVE, IT'S TAKEN THEM A LITTLE BIT LONGER OF DOING A DEEP DIVE ON, UH, ON THE ROLL OFF DUMPSTER.
SO WE SHOULD HAVE THEIR RECOMMENDATION SOMETIME NEXT WEEK.

WE'VE HAD AN INCREASE IN THE ELECTRICITY EMPLOYEE HEALTH PROPERTY.
THE TWO BIG SAVINGS IS WE'VE, UH, WOOD GRINDING HAS COME DOWN, UH, USAGE.
AND THEN YOU CAN SEE OUR UTILITY RATE, UH, COMPARISON.
UM, THE RECOMMENDED RATE IS A $2 AND 65 CENT INCREASE FOR SOMEONE WHO USES 5,000 GALLONS.

UH, THE LAKE JACKSON SENIOR, WE DO GIVE A 40% DISCOUNT ON THE BASE RATE.

THEY WOULD PAY $54 AND 30 CENTS A MONTH.

WE'RE RECOMMENDING ABOUT, UH, A LITTLE OVER $5 MILLION WORTH OF PROJECTS.
GENERAL PROJECTS IS 1.4 MILLION UTILITY PROJECTS.
AND THEN WE HAVE GRANT PROJECT THAT IS TWO PROJECTS.
THAT IS THE, UM, THE HARVEY PROJECT FOR DOING THE EAST SIDE DRAINAGE AND ALSO CDBG OF DOING THE, UM, PARKING LOT.
UH, HERE FOR THE PROPOSED TDC PARK EQUIPMENT REPLACEMENT FUND, UH, WE WENT DOWN A LITTLE BIT, UH, 1.5 MILLION VEHICLES AND EQUIPMENT MAKE UP A MILLION DOLLARS AND COMMUTER HARDWARE MAKE UP THE REST OF $430,000.
A LOT OF THE COMMUTER HARDWARE IS MOSTLY SWITCHING HARDWARE AND STUFF.
AND THEN OUT OF THAT HALF IS HALF GOES TO PUBLIC SAFETY AND HALF IS THE REST OF THE CITY, BUT IT'S NOT A LOT OF INCLUDE THE PD.
THEN HALF HALF OF THAT FOUR 30 IS PD AND THE OTHER HALF IS, UH, THE REST OF THE CITY.
BUT A LOT OF IT IS BEHIND THE SCENES.
IT'S NOT COMPUTERS EXCEPT IT'S SWITCHING TRANSFER EQUIPMENT.
UH, THE AMERICAN RELIEF FUND, WE HAVE, UH, APPROXIMATE BALANCE OF 3.8 MILLION UNASSIGNED THAT, UM, WHAT I'M RECOMMENDING IS WE REIMBURSE ELIGIBLE EXPENDITURES.
WE HAVE IDENTIFIED, UM, APPROXIMATELY THAT AMOUNT, UH, TO BE REIMBURSED.

AND WE WOULD, UH, RIGHT NOW I'M RECOMMENDING THAT 50% GO TO THE GENERAL FUND PRO, THE GENERAL PROJECTS FUND.
AND THEN THE OTHER 50 GO TO THE UTILITY PROJECTS FUND, UH, TO RE BOLSTER, RE BOLSTER THOSE AND THEN BE ASSIGNED FOR FUTURE PROJECTS, UH, GRANT FUNDS.
UM, AGAIN, UH, THE CITY G MET HARVEY, WHICH GOES TO THE EAST SIDE, UH, THE PINE DITCH PRIMARILY, UH, THE CDBG FUND FOR THE PARKING LOT FOR A PARK PARKING LOT.
THEN WE HAVE RECEIVED, UH, A PHONE, UM, OR EMAIL, PHONE CALL, CONVERSATIONS WITH TEDOM THAT WE SUBMITTED.
UM, MILFORD AND BRIAN HAD SUBMITTED, UH, A GRANT REQUEST FOR, I THINK IT WAS NINE GENERATORS, UH, ABOUT A YEAR AGO.
FOUR OF THOSE WE'VE ALREADY FUNDED.
UM, UH, THEY'VE, UH, TENDERLY HAVE TOLD US THAT, UH, WE ARE ON, WE'VE MADE THE SECOND TIER, UH, OF GETTING THOSE, THEY'RE NOW ASKING FOR FINAL, FINAL NUMBERS.
AND SO WE'RE GETTING THOSE FROM OUR, UM, GENERATOR COMPANY AND THEIR MASTER ELECTRICIAN OF FINALIZING THOSE COSTS THEY GAVE US ON FRIDAY, THE DIESEL COST.
WERE WAITING ON THE NATURAL GAS COSTS.
UM, BUT THAT COULD BE, UM, AGAIN, IT'S A 90 10 90 10 MATCH.
SO, WE'LL I'LL SHOW YOU THAT, UM, ON WHEN WE GET TO THE, UM, CAPITAL PROJECTS FUND.
THE OTHER ONE WE WERE JUST NOTIFIED, UH, AGAIN BY PHONE, BUT WE HAVEN'T RECEIVED THE OFFICIAL NOTIFICATION THAT T C Q IS AWARDED US $320,000 FOR OUR GARBAGE TRUCKS THAT WE'VE ORDERED, UH, THIS, THIS PAST YEAR.
UM, AS I MENTIONED TO ROTARY, IT TAKES TWO YEARS TO GET A GARBAGE TRUCK NOW AND THREE YEARS PROBABLY FOR A FIRE TRUCK.

UM, AGAIN, THE, WE'VE NOT MADE ANY CHANGES EXCEPT FOR, UH, UM, THIS IS THE SUMMARY OF OUR GENERAL PRO OF OUR PROJECTS ACROSS ALL FUNDS.
WHAT WE ARE LOOKING AT NOW IS BECAUSE OF THAT POSSIBILITY OF HAVING GRANT FUNDS FOR FIVE GENERATORS, TWO OF THOSE WOULD BE AT OUR WATER DISTRIBUTION PLANTS, WHERE WE HAVE GENERATORS RIGHT NOW, BEACH WOODED, OAK DRIVE.
THE OTHER THREE IS CITY HALL, WHERE WE DO HAVE A GENERATOR OUT IN THE BACK.
AND TWO MORE THE CIVIC CENTER AND THE REC CENTER WHERE WE DO NOT HAVE GENERATORS AT.
AND SO, UM, IF WE DID DIESEL, OUR MATCH, UH, TO THE GENERAL PROJECTS FUND WOULD BE 200,000.
AND IF WE DID DIESEL TO THE UTILITY FUND, IT WOULD BE 60,000.
UM, WE, I JUST WENT AHEAD AND TOOK THE FULL ALLOTMENT BASED ON PERCENTAGE.
IF WE DID NATURAL GAS, MOST LIKELY OUR MATCH, UH, TO THE GENERAL PROJECTS FUND WOULD BE 400,000.
AND THEN TO THE UTILITY FUND WOULD BE A HUNDRED.
BUT AGAIN, WE'RE WAITING FOR THOSE

UH, SO, UH, IF THERE ARE OTHER THINGS THAT COUNSEL FEELS THAT WE'RE NOT DOING, WE THERE IS, WE COULD GO, UH, TO THREE AND A HALF PERCENT, UH, CAPITAL PROJECTS.
THE BIGGEST RECOMMENDATION IS AGAIN, GOING, UH, SELLING THE NEXT BOND ISSUE.
THAT WAS ONE OF THE REASONS WHY IT WAS CONSERVATIVE ON THE PROPERTY TAX INCREASE TO THE OPERATION FUND IS BECAUSE THAT RATE IS GOING UP 2%, UH, ON THAT.
AND OF COURSE THAT WAS VOTED BY THE VOTERS.
UH, BUT AGAIN, IT STILL HITS THE POCKETBOOK THE SAME WAY.
UM, AND AS WE'VE SAID OVER THE LAST COUPLE OF YEARS, THIS BUDGET CONTINUES TO FOCUS ON, YOU KNOW, REALLY TWO THINGS.
MAINTAINING SERVICE LEVEL LEVELS BY INVESTIGATING OUR EMPLOYEES AND OUR INFRASTRUCTURE.
UM, AND WE CONTINUE TO MAINTAIN ONE OF THE LOWEST TAX RATES IN THE STATE AND IN THE REGION OUT OF THE STATE.
I DIDN'T MENTION OUT OF, UH, CITIES OVER 20 THOU 20,000.
THE LAST SURVEY I SAW LAST YEAR OUT OF 88 CITIES, WE WERE 86.
UH, SO AGAIN, FOR THOSE THREE REASONS, THE INDUSTRIAL DISTRICT SALES TAX AND VOLUNTEER FIRE DEPARTMENT KEEP OUR TAX RATE LOW.

AND SO IT WAS THOUGHT THAT A LOT OF THE TRAFFIC, UH, WAS MOVING FROM, UH, USING ANY WAY TO GET AROUND SOME OF THAT TRAFFIC.
AND SO THE DATA IS SHOWING THAT IT REALLY WASN'T, YOU KNOW, THAT IT DIDN'T HAVE ANY, DIDN'T PUSH ANY TRAFFIC OFF INTO THE OTHER STREETS.
