UM, MY NAME'S EDDIE REGO, AND I'M THE PROJECT MANAGER FOR SABINA GALVESTON, UH, FREEPORT AND VICINITY ELEMENT.
UH, THIS IS ONE OF THE SECTIONS FROM OUR SABINA GALVESTON STUDY.
UM, WE ARE, I'M PROJECT MANAGER FROM GALVESTON, TEXAS.

SO, UM, FIRST SLIDE IS, UM, WE'RE GIVING YOU GUYS A PLAN OF OUR TEXAS COAST REGIONAL APPROACH.
SO OUR GO IS TO DEVELOP A REGION-WIDE COASTAL STORM REDUCTION SYSTEM ALONG TEXAS COAST.
UM, THIS REGIONWIDE, UH, APPROACH, IT, IT, IT INCLUDES THE THREE ELEMENTS OF THE SABINA GALVESTON STUDY THAT WAS COMPLETED IN 2017.
UH, WE'LL BE UPDATING THE, AND IMPROVING TO THE TWO EXISTING SYSTEMS. ONE HERE AT FREE FREEPORT AND VICINITY, AND THE ONE AT PORT ARTHUR AND VICINITY.
WE'LL ALSO BE DOING A, UH, BRAND NEW SYSTEM APPROXIMATELY, UM, LET'S SAY 26 MILES, UH, BRAND NEW SYSTEM AT ORANGE COUNTY.
UH, THIS REGION APPROACH ALSO INCLUDES THE COASTAL TEXAS STUDY THAT WAS JUST COMPLETED.
UH, THAT'S, THAT INCLUDES, UH, TWO MAJOR COMPONENTS BEING THE, THE GATE BARRIER AT PORT BOLIVER.
IT'LL EVENTUALLY BE THE BIGGEST GATE BARRIER IN THE WORLD, ALONG WITH, UH, SEVERAL ECOSYSTEM RESTORATION PROJECTS ALONG THE COAST.
UM, SO ESSENTIALLY WHAT WE'RE DOING IS, UH, WE'RE BUILDING A, A SYSTEM OF SYSTEMS, UH, TO, TO PROVIDE A MORE RESILIENT COAST FOR, UH, FOR FUTURE STORMS. SOME OF THE PROJECT FEATURES THAT WOULD INCLUDE ON, ON THIS UPDATE, UH, WILL BE, WILL BE IMPROVING AND REPLACING SOME OF THE EYE WALLS, APPROXIMATELY TWO MILES OF FLOOD WALL, UH, WILL ALSO BE RACING APPROXIMATELY 12 MILES OF LEVEE.
THE RACE WILL BE ANYWHERE OVER THE VARY, UH, ALONG THE SYSTEM APPROXIMATELY ONE TO FOUR FEET.
AND THEN WE'LL ALSO BE ADDING A NEW, UH, VERTICAL LIFT GATE AT THE DELL BARGE CANAL.
OUR PROJECT TIMELINE, UM, AS I STATED BEFORE, THIS IS A COMPONENT FROM THE SABINA GALVESTON STUDY THAT WAS COMPLETED IN 2017.
THE STUDY WAS AUTHORIZED AND FUNDED BY CONGRESS THROUGH THE BIPARTISAN BUDGET ACT OF 2018.
UH, WE DID AWARD OUR FIRST CONTRACT, OUR DESIGN CONTRACT IN 2019.

UH, WE'RE CURRENTLY IN THE DESIGN PHASE.WE ARE LOOKING TO COMPLETE OUR DESIGN IN APPROXIMATELY 2025 WITH BEGINNING CONSTRUCTION RIGHT AFTER THAT, AND COMPLETING IN 2028, OUR PROJECT FUNDING.
SO THROUGH THE BIPARTISAN BUDGET ACT, CONGRESS DID NOT ONLY AUTHORIZE THE PROJECT TO GO STRAIGHT TO CONSTRUCTION, THEY ALSO FULLY FUNDED THE CONSTRUCTION FOR APPROXIMATELY, UH, R S ESTIMATE, 703 MILLION.
UM, THIS PROJECT IS COST SHARE WITH OUR NON-FEDERAL SPONSOR, THE ALASKA DRAINAGE DISTRICT AT A 65 35, UH, COST SPLIT.
THEIR 35% COST SHARE, THEY DON'T, THEY HAVE THE OPTION OF NOT ONLY SUBMITTING THAT THROUGH CASH, BUT THEY CAN ALSO DO THAT THROUGH WORKING KIND AND, OF COURSE, ACQUIRING THE, THE LANDS ALERTS FOR, FOR US TO BE ABLE TO, TO DO THE CONSTRUCTION.
SO NOW WE'LL GO OVER THE, UH, THE OVERVIEW.
SO AS YOU CAN SEE HERE, THAT'S THE, THE FREEPORT, UM, AND VICINITY SYSTEM.
IT'S APPROXIMATELY 43 MILES LONG.
WE'RE IMPROVING BETWEEN LEVEES AND FLOOD WALLS.
IT'S ABOUT 30% THAT WILL BE IMPROVING THROUGH, THROUGH THE LEVEE RAYS.
UM, THE IMPROVING THE FLOOD WALLS AND, AND THE LIFT GATE FIRST CONTRACT IS OUR FREEPORT VICINITY CONTRACT TWO.
THIS CONSISTS OF CONSTRUCTING A VERTICAL LIFT GATE AT THE DOW BARGE CANAL, AND, UH, WITH A PUMP STATION AND FLOOD WALLS.
OKAY, SO THIS, UM, FROM LAST TIME THAT I PRESENTED IN, IN JANUARY THAT I WAS HERE, THE, WE'VE, I BELIEVE THE, THE CONTRACT CONSISTS OF THE LIFT GATE.
WE DID HAVE A DRAINAGE STRUCTURE UP HERE, AND THEN VELASCO DRAINAGE DISTRICT WAS GONNA IMPROVE.
UH, THE PUMP STATIONS WE'RE GONNA ADD, UH, THREE ADDITIONAL PUMPS TO IMPROVE THEIR CAPACITY.
SO, UH, AND THAT WAS CONSIDERED WORKING KIND.
SO NOW WE'VE DONE SEVERAL CHANGES TO THAT.
UM, DUE TO THE FACT THAT THERE WAS A FEAR THAT THE, UM, THE WATER THAT WAS GONNA COME OUT OF HERE THROUGH THE DRAINAGE STRUCTURE, IT WAS WAY TOO MUCH FOR THE PUMP STATION TO, TO BE ABLE TO, TO PUMP OUT, EVEN THOUGH THEY'RE, THEY WERE GONNA ADD THOSE THREE PUMPS, UH, AND, AND IMPROVE THE, THE CAPACITY.
AND OUR, OUR NON FEDERAL SPONSOR DID BRING THAT TO, TO OUR ATTENTION.
SO WE WENT AND LOOKED AT THE NUMBERS.
WHAT WE'RE GONNA DO NOW IS THERE'S GONNA BE NO DRAINAGE STRUCTURE AND THE DW BAR, THE GATE UP DOWN HERE, STILL GONNA BE, THERE'S STILL GONNA BE A LIFT GATE, BUT NOW IT'S GONNA INCLUDE A PUMP STATION.
THAT WAY IT PUMPS THE WATER THROUGH HERE THROUGH THE SYSTEM.
NOW, VELASCO DRAINAGE DISTRICT, THEY'RE STILL GONNA ADD THEIR THREE PUMPS TO IMPROVE THAT CAPACITY, UM, ON THEIR OWN.
NEXT CONTRACT IS OUR FREEPORT AND VICINITY CONTRACT.
UH, THIS CONSISTS OF, UH, CONSTRUCTION, FLOOD WATER REPLACEMENT, AND LEVY RAY ALONG THE DOW THUMB, FREEPORT AND VICINITY OH FOUR.
THIS IS ALL LEVY RAY ALONG OYSTER CREEK AND, UH, EAST BRASS RIVER, THE FREEPORT AND VICINITY CONTRACT OH FOUR A, UH, THIS IS MOSTLY, THIS IS FLOOD WALL AND LEVY RAY ALONG THE, UH, PORT FREEPORT PHILLIPS 66 AND B A S F AREA.
AND THESE ARE THE CONTRACTS THAT WILL BE DONE AS WORKING KIND.
CURRENTLY, THEY HAVE TWO CONTRACTS, UH, WHICH IS A MOFFITT WALL, REPLACED TWO, UH, 200 FEET OF IOWA WITH LEVY AND THE DWA, UH, WHICH THEY'RE LOCATED OVER HERE BY, UH, ALONG THE OYSTER CREEK, UH, REPLACED A THOUSAND FEET OF IOWA.
SO, UH, WE ARE WORKING WITH THEM ON, THEY HAVE DESIGN, THEY HAVE, UH, SUBMITTED THEIR DESIGN PROPOSALS.
SO WE ARE WORKING WITH THEM, UH, REVIEWING THEM, AND THEN THAT WAY THEY CAN START CONSTRUCTION AS SOON AS POSSIBLE IN THAT AREA.
SO THAT'S A QUICK OVERVIEW OF OUR CONTRACTS THAT WE HAVE RIGHT NOW.

THE CHANGES THAT WE DID FOR OUR FPV ZERO TWO WAS MOSTLY FOR THE DRAINAGE OF ONCE THAT GATE CLOSES AND IT HAS SOMEWHERE FOR THAT WATER TO GO, UM, WE LOOKED AT THE NUMBERS AND THAT NUMBER THAT WAS COME OUT TO THE DRAINAGE STRUCTURE, IT WAS TOO MUCH.
SO THAT'S WHY WE'RE ADDING THAT PUMP MEAT STATION.
BUT AGAIN, UH, THIS PROJECT IS NOT FOR, UH, REDUCED FLOOD FROM RAIN EVENTS OR RIVERING FLOODING IS TO REDUCE THE RISK OF FLOODING FROM A CUSTOM STORM SURGE, FOR EXAMPLE, LIKE, AGAIN, A NIGHT.
SO I SEE WHAT YOU'RE SAYING THERE WITH, YOU'RE GONNA SHUT THE GATE AND HOPE THAT THAT NEW PUMP STATION'S GONNA HOLD UP FOR THE STORM SEARCH, RIGHT? WELL, BUT TO YOU, YES, WHILE WE HAVE A, A STORM SEARCH IS BECAUSE WE HAVE A HURRICANE SITTING ON TOP OF US, RIGHT? IT'S GONNA BE RAINING ON THE OTHER SIDE OF THAT GATE.
THE CONCERN IS THAT Y'ALL AREN'T GONNA BE ABLE TO GET THAT WATER OUT OF THIS STUFF YOU'RE BUILDING, AND THEN WE'RE ALL JUST GONNA DRIVE AND, AND THAT, AND THAT'S THE REASON FOR, FOR THE PUMP STATION.
CAUSE YOU, HOW BIG IS IT? I MEAN, YOU SAID THREE PUMPS WEREN'T GONNA BE ENOUGH.
WHAT ARE YOU TALKING ABOUT? I I, I DON'T HAVE THE EXACT NUMBER FOR THE CFS.
UH, I CAN'T GET THAT INFORMATION BACK TO YOU BECAUSE THAT BARGE CANAL'S HUGE.
SO ORIGINALLY WHEN, SO, SO YOU ARE CORRECT, THE GATE CLOSES, IT STOPS, IT STOPS FROM FLOODING OR REDUCING THE RISK FROM FLOODING FROM A STORM COMING AT THE SAME TIME YOU'RE GETTING RAIN.
SO THAT'S WHAT, THAT'S, THAT'S WHAT OUR NON-FEDERAL SPONSOR BROUGHT TO HER ATTENTION.

WE HAD CITY EMPLOYEES THAT WERE INVOLVED WITH TWO DISCUSSING, CONSIDERED PROPOSED, UH, UH, FISCAL YEAR 2024 ANNUAL BUDGET AND GIVE DIRECTION TO CITY MANAGER.
AGAIN, THIS IS SOMETHING THAT'S GONNA BE ON THE AGENDAS GOING FORWARD UNTIL WE APPROVE THE BUDGET AND, UH, GIVE US AN OPPORTUNITY TO DISCUSS ANY KIND OF CHANGES THAT, UH, WE WANT, UH, TO EITHER, UH, APPROVE OR TO GET FURTHER INFORMATION FROM STAFF ON ANY ITEM.
I DID PROVIDE A LIST OF, UH, 19 ITEMS THAT WE IDENTIFIED OR WE TRACKED, YOU KNOW, UM, DURING THE BUDGET SESSION ON SATURDAY.
I WASN'T GOING TO GO THROUGH THOSE TONIGHT.

I MEAN, TODAY, FOR THAT MATTER, WHEN ANYBODY THERE, UH, THE, UH, SIDEWALK PEOPLE OR THE WALL PEOPLE THAT ARE TYPICALLY WORKING DURING THIS TIME OF THE YEAR, UH, WERE NOT PRESENT AT ALL.
THEY TOLD ME THEY HAD BROKEN DOWN ON THEIR WAY DOWN FROM HOUSTON, AND, I MEAN, THAT WAS THE EXCUSE THAT THEY GAVE ME.
UH, UH, AND, UH, THERE WEREN'T ANY OF THE OTHER SUBCONTRACTS PRESENT EITHER OF THE, UH, LANDSCAPERS DID NOT SHOW UP AGAIN, AND, UH, THE ELECTRICIANS DID NOT SHOW UP AGAIN.
SO, UH, WE ARE GONNA SEE TOMORROW WHETHER THERE'S ANY ACTIVITY GOING ON THERE.
THEY TOLD ME THAT THE, UH, WALL PEOPLE WERE GONNA BE BACK AND CONTINUING ON.
THEY'RE ALMOST THROUGH WITH THAT PORTION OF THE WALL.

WE'RE TALKING ABOUT ANYTHING FROM 15 TO 18 FEET DEEP.

WE STILL HAVEN'T BEEN ABLE TO GET DOWN TO WHERE THE ACTUAL PROBLEM IS.
EVEN THOUGH THEY WENT OUT THERE TODAY, THEY MADE SOME, UH, POTHOLES IN THE, UH, IN THE GRAVITY LINE, IN THE STORM SHORE LINE.
BUT THEY HAVEN'T GOTTEN TO THE MAIN ROOT OF THE PROBLEM.
