SO WE HAD TO STOP THEM FROM GETTING ANY MORE TEMPORARY, UH, CERTIFICATES OF OCCUPANCY TO GO BACK AND FIX THOSE, FLIP THAT FLOODING ISSUE. AND TO DO THAT, THEY HAD TO GO IN AND CUT NEW SWELLS IN THERE. UM, THEY HAD TRIED THOSE SPEED HUMPS. UH, THEY CALLED 'EM DAMS. MM-HMM. TO TRY TO KEEP THE WATER FROM POURING OUT ONTO THE STREET. AND THEY DID WORK, UH, TO AN EXTENT WHERE THE GRATES WERE LEFT OPEN, BUT SOME OF THEM WERE LEFT CLOSED. THE WATER SPILLED OVER. SOME OF THE LITTLE SWELLS BETWEEN THE BUILDINGS WERE TOO LOW IN THE FRONT, SO THE WATER, INSTEAD OF GOING TO THE BACK, BROKE BACKWARDS AND CAME OUT TO THE STREET. SO THERE WERE A LOT OF SMALL ISSUES, UH, THAT ALL ADDED UP TO, UH, MM-HMM. MORE FLOODING ON SATCH THAN WE HAD ANTICIPATED. THAT STUDY THAT THEY DID FOR THIS PROJECT WAS VERY INTENSIVE, AND THEY WERE GONNA TAKE MOST OF THE WATER OFF OF ATCH AND DIVERT IT INTO THEIR OWN DETENTION PAN PONDS. AND THAT WAS GONNA IMPROVE ALL THE DRAINAGE ON ATCH. WELL, SINCE IT DIDN'T GET BUILT PROPERLY, IT ACTUALLY AMPLIFIED THE, THE FLOODING ISSUE ON ATCH IN THE LAST TWO RAIN EVENTS. SO WE HAD TO STOP THEM AND FORCE THEM TO GO BACK AND MEET THE GRADING REQUIREMENTS AND REDESIGN ANYTHING THAT COULD NOT BE REPAIRED. UM, WE DID FLAG IT WHEN THEY WERE GETTING BUILT, BUT UM, AT THAT TIME, THEY ASKED FOR, THEY ASKED TO BE GRANTED A NEW PLAN, WHICH INCLUDED THOSE DAMS. MM-HMM. AND WE ALLOWED 'EM TO DO IT AS LONG AS IT, YOU KNOW, WORKED. UM, AND FOR THE MOST PART, THE DAMS WORK. IT'S JUST THE GRADING GOT CLOGGED. IT HAD TRASH ON IT. ONE HAD NEVER GOTTEN THE CAP REMOVED BEFORE THE STORM.
