TONIGHT WE HAVE MATTHEW GARRETT FROM NEWGEN HERE TO ANSWER ANY OF YOUR QUESTIONS AND DO A PRESENTATION ON THE UTILITY RATES PROPOSED FOR NEXT YEAR.

UH, WANNA START WITH THE END IN MIND.

AND SO WE'RE GONNA GO OVER A QUICK, UH, OBJECTIVE OF THIS STUDY, RIGHT? WHAT WERE WE TRYING TO ACCOMPLISH? CLEARLY, WE HAVE TO MEET OUR RISING COST.

WE ADDITIONALLY HAVE ABOUT 20 MILLION OF EXPECTED, UH, CAPITAL PROJECTS, UH, COMING FORWARD.

AND WE ACTUALLY, YOU'LL SEE THAT IS IN MULTIPLE YEARS.

UM, WE'RE ALSO GONNA SHOW YOU HOW YOUR CURRENT RATES PERFORM.

OF COURSE, UM, IF WE'RE PROPOSING AN INCREASE, IT'S BECAUSE THE CURRENT RATES DON'T WORK, BUT WE'LL LOOK AT IT NONETHELESS.

AND THEN WE ALSO HAVE TO MEET KEY FINANCIAL TARGETS.

IT'S MORE THAN PAYING THE BILLS YEAR TO YEAR.

WE DON'T WANNA OPERATE AT A ZERO BALANCE.

AND SO WE'VE MAINTAINED OUR KEY PERFORMANCE RATIOS THROUGH THE COURSE OF A FIVE YEAR PROJECTION AS WELL.

THAT SAID, SOME KEY ASSUMPTIONS.

SO THIS IS KIND OF THE DEEPEST DIVE UNDER THE HOOD I'M GONNA GIVE YOU.

SO BELOW THE SURFACE OF ALL YOUR BUDGETED LINES, OUR INFLATION FACTORS AND EVERY ACCOUNT DETAIL THAT YOUR CITY STAFF AND I WENT THROUGH, UH, BUT WE DID PUT IN SOME GENERAL INFLATION FACTORS AKIN TO THE MUNICIPAL COST INDEX.

SO THAT'S, YOU'LL SEE 3.13 FOR CAPITAL ITEMS. WE ASSUME IT'S GONNA GROW A LITTLE FASTER AT 3.3%.

THAT'S BASED ON THE ENGINEERING NEWS RECORD CONSTRUCTION COST INDEX.

AS YOU KNOW, FROM OTHER APPROVALS, PROBABLY IN THE LAST FEW YEARS, CAPITAL WENT CRAZY.

THINGS ARE COMING BACK AND WE'RE THINKING, WE UNDERSTAND TODAY'S DOLLARS.

NEXT COUPLE YEARS, WE ASSUME IT'S BACK TO NORMAL.

AND SO WE MADE THAT ASSUMPTION AS WELL.

SALARY INCREASES, YOU'LL SEE WE'VE ASSUMED 5%.

THEN GENERAL INFLATION AFTER FISCAL 25, UH, WE DO HAVE THE RATES GOING UP FROM BRAZOSPORT.

UH, YOU'LL SEE FROM 4 0 7 TO FOUR 60, AND THEN YOUR CUSTOMER RATE BASE, I WON'T READ ALL OF 'EM ON THE SLIDE HERE, BUT PRETTY IMPORTANT, YOU HAVE SOME GROWTH, BUT IT'S NOT MONUMENTAL.

IT'S NOT GONNA FIX EVERYTHING AND PAY FOR ALL OF OUR NEW NEEDS GOING FORWARD.

SO ABOUT 50, 51 CONNECTIONS PER YEAR ARE ASSUMED IN OUR FORECAST.

ADDITIONALLY, MAYBE ONE MORE THING THAT'S OF IMPORTANCE.

RIGHT NOW, YOUR SENIORS ARE GETTING A $12 90 CENT DISCOUNT ON THEIR BILL.

WE'RE PROPOSING TO INCREASE THAT TO 13, BUT THEN HOLD THAT AMOUNT OVER TIME.

SO IT'S 13 UNTIL YOU OR A FUTURE COUNSEL DECIDES TO CHANGE IT.

AND THAT IS DIFFERENT.

RIGHT? NOW, WE HAVE A DISCOUNT OF IT'S A PERCENTAGE OF 40%, AND WE'VE LOOKED AT IT AND THE RECOMMENDATION WAS TO GO TO A, A HARD DOLLAR AMOUNT.

AND THEN COUNCIL, YOU KNOW, FROM YEAR TO YEAR, LOOK AT THAT IF THEY WANT TO CHANGE IT, BUT THEY CHANGE IT FROM A HARD DOLLAR AMOUNT VERSUS AN AUTOMATIC AMOUNT OF A PERCENTAGE.

AND WHAT IS THE ADVANTAGE TO DOING IT THAT WAY? GENERALLY, IT DOESN'T GROW UNTIL YOU TELL IT TO, RIGHT? MM-HMM.

I HAVE A LOT OF CLIENTS THAT WILL HAVE A, A FIXED $2 DISCOUNT.

MM-HMM.

AND THEY'VE HELD IT THAT WAY FOR YEARS.

SOME WITH ZERO, SOME AT 10.

YOU, YOU'RE ACTUALLY ON THE HIGHER SIDE OF OUR SENIOR DISCOUNT COMPARATOR GROUP.

UM, AND SO AS YOUR NEEDS EXPAND, THE DISCOUNT GROWING LOCK STEP WITH THE RATES IS JUST GOING TO INCREASE YOUR DISCOUNT, WHICH, AND, YOU KNOW, I, I LIKE THE IDEA OF A SENIOR DISCOUNT, BUT THAT JUST GROWS EFFECTIVELY THE SUBSIDY THAT OTHER RATE PAYERS HAVE TO BEAR, RIGHT? AND SO THE FIXED DOLLAR AMOUNT'S A KNOWN QUANTITY.

IT'S EASY TO SPEAK TO.

IT'S NOT GONNA BE PENNIES.

AND SO YOU'LL SEE THE AVERAGE OR TYPICAL BILLS GOING FROM 67 29 TO 76 47 GOING INTO NEXT FISCAL YEAR.

ADDITIONALLY, YOU HAVE ON SCREEN A NUMBER OF COMPARATORS.

UH, WE WORK WITH A HANDFUL OR MORE OF THESE CLIENTS.

UH, SO I WILL TELL YOU THEY'RE LOOKING AT RATE INCREASES RIGHT NOW, TOO.

IT'S THEIR BUDGET SEASON, ALMOST ALL OF THEM.

AND THEY'VE YET TO TAKE THEIR RATE ACTION, UH, OR ELSE I COULD HAVE REPORTED IT AS THEIR CHANGE.

SO WHEN WE'RE COMPARING, WE'RE COMPARING YOUR CURRENT STATE AT THE BOTTOM TO YOUR PROJECTED STATE AT 25.

BUT EVERYONE ELSE HAS THEIR CURRENT RATES AS OF THE LAST, UH, POSTED RATES ON THEIR WEBSITE.

RIGHT? AND YOU'LL SEE THIS ONE AGAIN AT THE END, BUT I WANTED TO GO AHEAD AND LAY IT OUT IN FRONT OF YOU.

ANY QUESTIONS ABOUT THIS? ALL RIGHT, WELL, THERE'S MORE TO THE STORY, OF COURSE.

UH, WE'RE NOT JUST RAISING RATES ARBITRARILY.

UH, WHAT YOU SEE, IF, I DON'T KNOW IF YOU CAN SEE THAT.

WELL, HOPEFULLY YOU CAN ON THIS CHART.

UH, THIS IS OUR DASHBOARD, RIGHT? AND THIS IS AT THE END OF THE DAY, I TALK ABOUT HUNDREDS OF LINES, A LOT OF INFLATION FACTORS, WHOLESALE WORK PAPERS, ALL THE THINGS THAT GO INTO THE GUMBO THAT IS EFFECTIVELY THE FINAL PRODUCT FOR YOU.

BUT THIS IS WHAT WE'RE MEASURING.

ARE YOUR RATES SUFFICIENT? AND IF THIS GRAY BAR ON EXPENSES VERSUS REVENUES IS BELOW THE RED LINE OF, UH, EXPENSES, IT'S NOT OKAY.

RIGHT? WE'RE LOSING MONEY.

WE'RE IN THE RED TECHNICALLY.

AND SO YOU'LL SEE THAT EXPENSES IN 25 WITH NO RATE INCREASE, OR 15 MILLION AGAINST REVENUES AT 13.5.

AND SO, WHILE YOU MAY HAVE SOME BALANCE TODAY, YOU CAN'T CONTINUE THAT PATTERN LONG.

SO IT'S NOT A SUSTAINABLE PLAN.

ADDITIONALLY, THE MIDDLE CHART BECOMES MORE OF AN ISSUE NOW THAT YOU'RE ISSUING MORE DEBT.

THIS IS YOUR DEBT SERVICE COVERAGE RATIO.

UH, IF YOU HAVEN'T SEEN THIS ONE BEFORE, UH, I'LL JUST GO OVER IT QUICKLY.

BASICALLY, YOU HAVE TO HAVE ENOUGH MONEY TO PAY ALL OF YOUR OPERATING BILLS.

YOU THEN HAVE TO PAY YOUR DEBT NOTES, AND THEN YOU NEED A SURPLUS, RIGHT? AND SO IF YOUR DEBT SERVICE COVERAGE TARGET IS 1.25, THAT MEANS WE PAID ALL OF OUR M AND O OR MAINTENANCE, WE PAID FOR OUR DEBT, AND WE HAVE 25% OF OUR DEBT REMAINING, RIGHT? THAT'S SOMETHING THAT THE BOND RATING AGENCIES ARE GOING TO LOOK AT.

AND YOU'D RATHER LEND MONEY TO SOMEBODY WITH A SURPLUS THAN SOMEONE RUNNING A DEFICIT.

SO THIS IS A CUSHION, IT'S INHERENTLY BUILT IN.

IT KICKS OFF CASH, AND THAT CASH CAN BE USED TO OFFSET AND NOT ISSUE MORE DEBT IN THE FUTURE.

SO THERE'S AN UPSIDE.

IT'S A GOOD FINANCIAL PRACTICE, UH, AND YOU CAN EFFECTIVELY STAVE OFF SOME DEBT IN THE FUTURE.

MAKE SENSE ON THE CRITERIA SO FAR? MM-HMM, .

AND THE LAST ONE, THE FUND BALANCE RESERVE.

UH, OF COURSE WE'D LIKE TO HAVE SOME MONEY IN THE BANK TO PAY OPERATING COSTS.

SO OUR TARGET HERE IS 25%.

THAT'S APPROXIMATELY 90 DAYS OF OPERATING RESERVE.

AND SO AT CURRENT RATES, AGAIN, IF THE LINE IS THE TARGET, IF WE DON'T CHANGE RATES, WE'RE IN THE RED AND LITERALLY IN THE DEFICIT.

SO ANY QUESTIONS ON THE METRICS, THE TARGETS WE'VE ESTABLISHED? ARE YOU GONNA START GIVING US GOOD NEWS? THE GREAT NEWS IS THIS, SIR.

THE GREAT NEWS IS THE NEXT SLIDE, THE DASHBOARD IMPROVES DRAMATICALLY.

UM, IT IS WITH RATE INCREASES, AND WE'LL TALK ABOUT THOSE ON THIS VERY SLIDE.

SO TO GET THAT GRAY BAR ON THE LEFT TO RISE TO MEET YOUR RISING EXPENSES AS PLANNED, WE HAVE A SERIES OF INCREASES.

NEXT YEAR'S ABOUT 13.8%, OR 13.6, FORGIVE ME.

UH, AND THEN YOU'LL SEE WE HAVE 9.5% INCREASES FORECASTED FOR 26, AND THEN WE HOLD AT EIGHT AND A QUARTER THEREAFTER.

SO MAYOR, I'M NOT SURE IF THAT'S THE GOOD NEWS YOU WERE LOOKING FOR, BUT WE HAVE A PLAN TO FUND THE NEEDS OF THE CITY'S UTILITY.

THAT'S JUST WITH THE CURRENT DEBT SERVICE, THOUGH.

THAT IS WITH THE ANTICIPATED DEBT SERVICE ANTICIPATED, YES, SIR.

FOR WE'RE, THIS WILL STILL CHANGE.

IT DOES NOT INCLUDE THE LONG-TERM CAPITAL PLAN THAT WE'RE WORKING ON.

RIGHT? BUT IT DOES INCLUDE THE TWO LARGEST ISSUANCE, UH, THE 20 MILLION NOW AND THE 20 MILLION IN THE NEXT COUPLE OF YEARS, AND INCORPORATING THE 1.5 MILLION INTO OUR RATE.

SO WE HIT THE THREE BIGGEST, YOU KNOW, THINGS, UH, GOING OUT OF THE BOX, THERE MAY BE SOMETHING ELSE IDENTIFIED, BUT I THINK LONG TERM, WHAT WE WANT TO DO IS GROW, GROW THAT 1.5 MILLION, UM, AND TRY TO TACKLE AS MUCH AS WE CAN CASH CASH IN THE BARREL.

SO AS NOT GUARANTEE IT CAN GO UP HIGHER.

YES, IT CAN GO UP HIGHER.

RIGHT? NOW, THIS WAS THE, I MEAN, WE HESITATED ON SHOWING YOU HOW MUCH, BECAUSE WE HAVE NOT DONE THE, THE COMPLETE MASTER PLAN, UH, YET FOR THE NEXT 10 YEARS.

SO THERE'LL BE OTHER PROJECTS THAT COME IN.

I BELIEVE THERE

UH, AND I WAS JUST TALKING TONIGHT, UH, WITH THE ASSISTANT CITY MANAGER, WE HAVE TO MAKE SURE THAT Y'ALL GET YOUR PERMANENT WORK APPROVED INSTEAD OF JUST YOUR EMERGENCY WORK APPROVED.

RIGHT.

UH, THAT'LL BE OUR FIRST HURDLE IS TO WORK WITH THE STATE AND FEMA TO MAKE SURE THAT WE CAN TRY TO GET THAT.

IF FEMA DOES GRANT THAT, UH, THEN THAT'LL OPEN UP A WHOLE NOTHER LEVEL OF FUNDING OPPORTUNITY.

AND USUALLY WHAT HAPPENS FROM THAT IS HUD WILL COME BACK IN A YEAR OR TWO AND THEY'LL, BASED ON THE DOLLAR AMOUNTS THAT THE STATE OBLIGATES THROUGH FEMA, UH, THEY'LL ISSUE, UH, SUPPLEMENTAL, UH, DISASTER RECOVERY FUND THROUGH CC THROUGH THE CDBG PROGRAM.

BUT THE BLOCK GRANT PROGRAM IS C-D-B-G-D-R AND THEY'LL ALLOCATE A CERTAIN AMOUNT TO EACH REGION, UM, THROUGHOUT THE STATE OR TO COMMUNITIES THAT IT DEPENDS ON HOW THEY WANT TO, THEY WANT TO DIVIDEND UP AT THE TIME.

RIGHT? SO, SO IS THAT A POSSIBILITY THAT THEY CAN COME BACK AND SAY, WE'RE OUT MONEY AND THERE'S NOTHING ELSE WE CAN DO? UH, NO.

ONCE FEMA IS, ONCE YOU'RE, WELL, A COUPLE THINGS.

ONCE, ONCE FEMA DECLARES A DISASTER, SO YOU'VE GOT A AND B SO FAR, AND ONCE THEY DECLARE THE EMERGENCY WORK, UH, THERE IS NO LIMIT TO FEDERAL FUNDS.

NOW, THE CONGRESS, THROUGH THE DISASTER RECOVERY FUND, THE DRF WILL AUTHORIZE FUNDING, AND EVERY ONCE IN A WHILE YOU'RE HERE, THE DRF, THE DISASTER RECOVERY FUND IS RUNNING OUTTA MONEY.

THAT'S JUST BECAUSE CONGRESS IS, THEY'RE FIGHTING IN INTERNALLY OR SOMETHING, AND THEY'RE TRYING TO MOVE MORE MONEY AROUND.

AND YOUR PROJECTS MAY SLOW BECAUSE THE, THE, THE FEDERAL, THE FEDERAL PIPES ARE A LITTLE CLOGGED, BUT THEY WILL NEVER SHUT OFF.

ONCE YOU'RE APPROVED, YOUR PROJECT'S APPROVED.

IF YOU HAVE TO BUILD A BRIDGE, UM, AND THAT BRIDGE YOU BUILT 20, 50 YEARS AGO, WHENEV WHENEVER COSTS YOU A MILLION DOLLARS AND YOU GET ENGINEERING REPORTS, AND IT'S GONNA COST YOU $400 MILLION TO BUILD THAT BRIDGE BACK AS LONG AS THE SCOPE OF WORK, WHICH IS WHAT WILL YOU HIRE US TO HELP WRITE THE SCOPE OF WORK? AND THE ESTIMATES ARE RIGHT, FEMA WILL APPROVE A $400 MILLION GRANT.

UM, THERE'S NO LIMIT TO THAT.

SO ONCE THE COFFER IS OPEN AND YOUR PROJECT IS AN ELIGIBLE PROJECT, ELIGIBLE APPLICANT ELIGIBLE PROJECT, GOOD SITE, GOOD SCOPE, GOOD ESTIMATE, YOU'RE ABLE TO, YOU'LL BE APPROVED FOR THE FUNDING.

AND ONCE THAT'S APPROVED, SOME THE, WE'RE WORKING, THE FEDERAL GOVERNMENT NEVER RUNS OUTTA MONEY, RIGHT? THAT'S CORRECT.

IT'S JUST A MATTER OF TALKING.
