AND WHEREAS PARKS AND RECREATIONS ARE AREAS, PARK AND RECREATION AREAS ARE FUNDAMENTAL TO THE ENVIRONMENTAL WELLBEING OF OUR COMMUNITY.

AND WHEREAS PARKS AND NATURAL RECREATION AREAS ENSURE THAT THE ECOLOGY, ECOLO, ECOLOGICAL BEAUTY OF OUR COMMUNITY AND PROVIDE A PLACE FOR CHILDREN AND ADULTS TO CONNECT WITH NATURE AND RE UH, RECREATE OUTDOORS.

WHEREAS THE CITY OF LAKE JACKSON, MISSOURI COUNTY RECOGNIZE THE BENEFITS DERIVED FROM PARKS AND RECREATION RESOURCES.

NOW, THEREFORE, WE, THE MAYOR AND THE CITY COUNCIL, CITY OF LAKE JACKSON, DO HEREBY PROCLAIM THE MONTH OF JULY AS PARKS AND REPARATIONS MONTH IN THE CITY OF LAKE JACKSON, TEXAS.

JOSE, CAN YOU JUST, UH, BRING, UM, ALL THE COUNCIL MEMBERS UP TO SPEED OF HOW LONG WE'VE BEEN WITH THE COUNTY OR WHEN DID WE START HAVING, HAVING A CLINIC 2017? THAT'S ACTUALLY WHY MR. BUNO AND BILL BROUGHT ME HERE.

'CAUSE THEY USED TO DO THIS WITH, UH, THE CITY OF GALVESTON.

SO WE'VE HAD GOOD SUCCESS OVER, YOU KNOW, SINCE THAT TIME OF, YOU KNOW, TEAMING UP WITH, WITH THE COUNTY WHO STARTED THAT.

UH, AND, UH, WE'VE SEEN, UH, YOU KNOW, GOOD RESULTS IN THE, THE CLAIMS. UM, WE BUDGET A HUNDRED AND A HUNDRED TWENTY FIVE, A HUNDRED TWENTY 5,000 FOR IT.

WE ALSO, UH, CHARGE THE EMPLOYEES FOR IT, UH, A PORTION.

I THINK IT'S $5 IF THEY PARTICIPATE IN A HEALTH SCREEN.

IF THEY DON'T, IT'S $15 PER PAYCHECK.

AND SO WITH OUR RATE REDUCTION, WE CAN COVER, UH, THIS INCREASED COST IF WE MOVE TO NEXT LEVEL.

SO WHAT IS THE INCREASE OR THE DECREASE COMPARISON TO ABOUT 25,000 TO COMPARISON TO THE COUNTY, THE OR COUNTY AND THE WHO.

AND FROM MY UNDERSTANDING, YOU SAID WITH THE, UH, NEXT LEVEL THAT UH, THEY CAN HAVE THEIR, UM, FAMILY

UM, I KNOW NEXT LEVEL IN GENERAL HAS BEEN VERY BENEFICIAL JUST TO OUR COMMUNITY BECAUSE ONE OF THE THINGS THAT THEY DO THAT MOST URGENT CARES, 'CAUSE IT'S AN URGENT CARE, NOT AN EMERGENCY ROOM.

UM, THEY DO IMAGING SO THEY CAN DO AN X-RAY IF YOU'VE GOT A BROKEN WRIST OR WHATEVER.

THEY CAN DO ORTHO SPLINTS AND THINGS LIKE THAT THAT HELP KEEP THE EMPLOYEES OUT OF THE EMERGENCY ROOM, UH, UNLESS IT'S NECESSARY.

SO SOME OF THOSE THINGS.

SO I THINK THIS IS A GREAT MOVE, UM, AND WILL BE A TREMENDOUS BENEFIT TO OUR EMPLOYEES.

AND JOSE IS A GREAT GROUP.

JOSE REACHED, JOSE HAD REACHED OUT TO THE COUNTY 'CAUSE WE DIDN'T WANT, YOU KNOW, TO RUFFLE ANY FEATHERS.

IN AS FAR AS THE CITY STAFF INDEPENDENCE, IT'S BEEN HARDER TO GET IN.

SO WE'VE SEEN A DECREASE ON HOW THAT OBTAINED.

UM, THE GENERAL OPERATING FUND IS, THERE'S SEVERAL FUNDS.

THE TWO BIGGEST FUNDS ARE THE GENERAL OPERATING FUND AND THE UTILITY FUND.

THE GENERAL OPERATING FUND IS, UH, 28.5 MILLION, UH, THIS YEAR BEING PROPOSED.

AND THE UTILITY FUND IS 22.6.

THEN OF COURSE, THERE'S A DEBT SERVICE FUND FOR THE GENERAL FUND UTILITY FUND, UH, HALF CENT, UH, UH, GOLF COURSE, WHICH MAKE UP, UH, THE REMAINING, UH, THE REMAINING FUNDS.

AND THEN YOU CAN SEE THE EXPENDITURES AS WELL OUT OF ALL THE EXPENDITURES.

THE GENERAL FUND IS 35% OF OUR EXPENDITURES, AND THE UTILITY IS 27% HIGHLIGHTS OF THE GENERAL FUND BUDGET.

AGAIN, THIS IS, UH, 28 MILLION.

THE, UH, DIFFERENCE, THE INCREASE THIS YEAR IS 3.9%, A LITTLE OVER A MILLION DOLLARS.

I AM RECOMMENDING A NO NEW REVENUE TAX RATE.

OUR CURRENT TAX RATE IS, UH, 0.3259.

UH, OUR PROPOSED, UH, TAX RATE IS 0.3673.

UM, THAT DIFFERENCE IS THE INS RATE, WHICH IS OUR DEBT RATE WHERE, UM, UM, FORECASTING THAT IT'LL GO UP 4.70 CENTS.

AND THAT IS FROM THE, UM, THE DEBT, UH, THE BONDS THAT WERE RECENTLY APPROVED IN MAY BY THE VOTERS.

AND SO THAT WAS, WE, WE, UH, PROJECTED THAT AND TO THE VOTERS, UH, HOW MUCH IT WOULD GO UP.

AND SO THAT'S WHAT WE'RE, UM, WE'RE, WE'RE SHOWING RIGHT NOW.

SO THAT'S REALLY THE TAX INCREASE IS ON THE INS SIDE.

ON THE M AND O, THE MAINTENANCE AND OPERATION, WE'RE NOT PROPOSING A TAX RATE INCREASE.

THERE IS, HOWEVER, RIGHT NOW, ABOUT $20 MILLION WORTH OF NEW PROPERTY, UH, THAT WE'VE SEEN HIGHLIGHTED FROM THE APPRAISAL DISTRICT.

UH, IF THAT, UH, WINDS UP, UM, BEING ACCURATE, WE WOULD ALSO GET ABOUT 17,600 IN NEW PROPERTY TAXES.

UH, FROM THAT ON THE M AND O SIDE, UM, MAYBE 12,000 ON THE DEBT.

ON, ON THE, ON THE DEBT SIDE.

UH, AGAIN, IT'S A 3.9% INCREASE IN OPERATING REVENUES.

UM, I AM RECOMMENDING TO FILL THREE AUTHORIZED POSITIONS THAT, UH, COUNCIL APPROVED, UH, A COUPLE YEARS AGO IN THE AMOUNT OF $171,000 FOR OUR NEW ANIMAL CONTROLLED FACILITY.

UM, THE GENERAL FUND, OF COURSE, UH, IS, UM, BUDGET AS REQUIRED BY LAW.

UM, AND THEN I MENTIONED THE, UM, PROPERTY TAX, UH, M AND O REVENUES, UM, SALE TAX REVENUE.

I'M BUDGETING A 200, $2,000 INCREASE IN REVENUES.

UM, THAT'S A CONSERVATIVE ESTIMATE.

WE ARE DOING QUITE WELL IN, UH, SALES TAX.

UM, MOST OF OUR WHAT PERCENTAGE IS THAT, DO YOU KNOW? UH, IT'S ABOUT 2%.

OH, YOU ARE, UM, INDUSTRIAL REVENUES OR SUPER BILL? I AM SUPER BILL.

WE'VE BUDGETED IN THE GENERAL FUND, $586,000.

THAT'S A 4% INCREASE TO, UH, THE POSITIONS INCLUDING, UM, INCLUDING STARTING PAY FOR ANY NEW POSITIONS HAVE NOT BUDGETED.

UH, THIS YEAR WE WERE NOT ABLE TO PULL IT OFF FOR MERIT INCREASE.

UM, SO IS THAT 4% ACROSS THE BOARD? 4% IS ACROSS THE BOARD.

UM, AND REALLY WE, WE DID THAT AND TALK TO THE DIRECTORS AND THAT WAS THE RECOMMENDATION OF THE TEAM WAS THAT IT GAVE EVERYBODY A 4% INCREASE, BUT IT ALSO INCREASED OUR STARTING RATES WHERE WE NEEDED TO MAIN, UH, YOU KNOW, STAY COMPETITIVE IN HIRING POLICE OFFICERS AND LABORERS.

WE WERE BOTH IN A, A VERY, YOU KNOW, SMALL SURVEY, YOU KNOW, SAMPLE FOR THOSE TWO POSITIONS.

WE WERE BEHIND SEVEN AND 10%.

SO WE COULD HAVE, WE COULD HAVE SPLIT IT AND DONE A 2% MARKET AND A 2% MERIT, BUT

AND LAST YEAR WE WENT AGAINST THAT RECOMMENDATION AND WE DID BOTH.

BUT THIS YEAR WHAT WE HAVE THAT WE DIDN'T HAVE LAST YEAR WAS, IS WE ALL AGREED TO BE MORE AGGRESSIVE WITH GETTING THESE, THE BOND WORK DONE SO THAT WE CAN GET THE PROJECTS DONE WITH WHAT WAS APPROVED.

AND IT'S KIND OF, THEY'RE GETTING THE 4%, WHICH IS NOT NOTHING, AND WE'RE GETTING THE BOND WORK DONE.

SO, I MEAN, THAT'S KIND OF HOW I LOOKED AT IT WHEN I SAW THAT IS WE CAN'T, WE CAN'T KILL EVERYBODY BY GIVING EVERYBODY EVERYTHING.

NO, I MEAN, I WOULD NOT, I WASN'T GONNA SAY 4% PLUS I'M JUST TALKING ABOUT DISTRIBUTION.

IT'S JUST THE, UH, INNOVATION AND OUTSIDE BOX THINKING AND, AND SAVING THE TAXPAYER MONEY.

UH, YOU WANNA, BUT IT DROPS YOUR, YOUR STARTING PAY AND WE'RE ALREADY BEHIND IN STARTING PAY TO BE ABLE TO GET PEOPLE TO COME WORK HERE.
