I WANTED TO GIVE YOU KIND OF A WALK DOWN SLEEPY HOLLOW DRIVE AND VAN WINKLE AND ALL THAT. UH, VAN WINKLE HAS A FEW HOLES IN IT, BUT IT'S NOT NEARLY AS BAD AS SOME OF THE MORE MAJOR THOROUGHFARES. SO JUST TO, TO ADDRESS MAYOR AND CITY COUNCILS, I WANT TO EXPRESS OUR FRUSTRATION AND CONCERN WITH HOW SLEEPY HOLLOW RECONSTRUCTION PROJECT HAS BEEN HANDLED. THIS BOND WAS APPROVED BY VOTERS BACK IN 2021, AND FUNDS HAVE LONG BEEN AVAILABLE. YET HERE WE ARE IN LATE 2025, STILL WAITING ON THE MOST BASIC STEPS OF CONTRACTOR ADVISEMENT AND BIDDING. WHAT'S ESPECIALLY TROUBLING IS THAT RESIDENTS WERE TOLD AS EARLY AS LAST YEAR THAT THE BIDS WERE ALREADY BEING COLLECTED AND CONTRACTOR SELECTION WAS UNDERWAY. THE SCHEDULE NOW PRESENTED, UM, ON THE FRONT OR THE FIRST SLIDE, UM, PROVES THAT THIS WAS NOT THE CASE. THIS WAS JUST A MATTER OF, THIS WAS NOT JUST A MATTER OF DELAY, IT'S A MATTER OF MISLEADING COMMUNICATION THAT ERODES TRUST BETWEEN RESIDENTS AND CITY LEADERSHIP. THE PROJECT HAS BEEN REPEATEDLY LISTED AS 99% COMPLETE IN PLANNING, BUT THIS DOES NOT REFLECT REALITY. WE ARE STILL ONLY NOW BEGINNING THE STEPS THAT SHOULD HAVE BEEN COMPLETED LONG AGO AFTER FOUR YEARS SINCE THE BOND WAS PASSED. THE FACT THAT CONSTRUCTION WON'T EVEN BEGIN UNTIL NEXT SPRING IS UNACCEPTABLE. EVERY ADDITIONAL DELAY, INCREASED COSTS, PROLONGS UNSAFE AND DETERIORATING ROAD CONDITIONS AND LEAVES TAXPAYERS QUESTIONING HOW RESPONSIBLY THESE BOND FUNDS ARE BEING MANAGED. MOREOVER, THE WORSENING CONDITIONS OF THESE STREETS PRESENTS GROWING RISK OF VEHICLE DAMAGE, POTENTIAL INJURY TO RESIDENTS, THE POTHOLES AND UNEVEN PAVEMENT AND EXPOSED INFRASTRUCTURE, NOT ONLY CREATE DAILY HAZARDS, BUT ALSO INCREASE THE CITY'S POTENTIAL LIABILITY FOR DAMAGES AND CLAIMS THAT COULD HAVE BEEN PREVENTED WITH TIME, TIMELY REPAIRS, CONTINUED INACTION COULD ULTIMATELY COST THE CITY FAR MORE IN LEGAL EXPOSURE THAN THE CONSTRUCTION ITSELF. THIS COUNCIL MUST TREAT THIS PROJECT AS LONG OVERDUE, HOLD STAFF ACCOUNTABLE FOR THE YEARS OF DELAY AND ACT NOW TO DELIVER THE STREETS OUR COMMUNITY WAS PROMISED IN 2021. UM, ONE OTHER THING I'D LIKE TO ADD THAT I DIDN'T ADD IN, IN THE, UH, OFFICIAL DOCUMENTATION IS THE SPEED LIMIT IS 30 MILES PER HOUR IN SLEEPY HOLLOW SUBDIVISION. OYSTER CREEK DRIVE IS 35. I HAVE THREE CHILDREN. WE HAVE A LOT OF GRANDCHILDREN AND YOUNG CHILDREN. I WOULD, I WOULD LIKE TO INTRODUCE, UM, OR MAKE, YOU KNOW, MAKE IT KNOWN THAT I THINK THE, THE SPEED LIMIT, UH, SHOULD BE 20 MILES PER HOUR. ONCE THAT NEW CONSTRUCTION OCCURS, PEOPLE ARE GONNA BE GOING A LOT FASTER THAN WHEN WE HAVE SPEED BUMPS TO KIND OF SLOW 'EM DOWN. SO, UH, WE'VE HAD A LOT OF CLOSE CALLS AND, AND I WOULD LIKE TO PUT THAT ON THE RECORD AS WELL. BUT THANK YOU ON BEHALF OF THE RESIDENTS OF SLEEPY HOLLOW SUBDIVISION. AND I KNOW BASED ON THE, UH, THE DOCUMENT THAT MR. GEARY, THE CITY ENGINEER PRODUCED FOR US, UM, IT SHOWS OCTO OCTOBER 5TH, FIRST PUBLIC ADVERTISEMENT PER STATE LAW. THEN YOU HAVE THE SECOND WE, I UNDERSTAND WE CAN'T MOVE ANY FASTER THAN THE STATE LAW ALLOWS TO, TO PUT THIS OUT FOR BID. HOWEVER, WE'VE BEEN STALLED, AND I KNOW THEY SAID IT WAS 88% DONE AND 99% DONE. AND I'M NOT REALLY SURE WHY IT STALLED FOR SO LONG. I DON'T KNOW IF THERE WAS SOME RETIREMENTS OR IF THERE WAS SOMETHING ELSE GOING ON THAT HAS CREATED [00:10:01] THIS STALL. BUT AS YOU CAN SEE, AND MR. I UNDERSTAND THERE'S A HOT ASPHALT MACHINE THAT WAS PURCHASED FOR THESE VARIOUS NEIGHBORHOOD PROJECTS. UM, BUT AT THIS POINT, LOOKING AT THIS PROPOSED PROJECT SCHEDULE, UH, I JUST WANT TO MAKE IT KNOWN THAT THE BALL WAS DROPPED SEVERELY IN THIS PROJECT. WELL, SO, WELL, THANKS FOR YOUR COMMENTS AND STUFF. AND I JUST WANT TO GO BACK AND TALK ABOUT A LITTLE BIT, A LITTLE OF A BIT ABOUT THE HISTORY ON SLEEPY HOLLOW. I MEAN, THERE'S NOBODY ON HERE ON COUNCIL OR EVEN WITH STAFF THAT'S REALLY EXCITED ABOUT THE SITUATION THAT WE'RE AT RIGHT NOW, ESPECIALLY COUNCIL. AND, UH, WHEN I CAME BACK ON, WHEN I CAME ON COUNCIL IN 2005, THERE WAS A LONGSTANDING, UH, POLICY CONCERNING ASPHALT ROADS. MM-HMM . AND SO THE POLICY WAS IS THAT IF AN ASPHALT ROAD WAS GOING TO BE, IF REPAIRED, IT WAS GOING TO BE, UH, CONVERTED TO CONCRETE AND THEN INDIVIDUAL PROPERTY OWNERS WOULD BE ASSESSED PER, PER LINEAR FOOT ACROSS THERE. AND SO WE'VE ONLY, I ONLY THAT I KNOW OF, WE ONLY DID THAT TO ONE STREET MAYBE, BUT IN HISTORY TWO, TWO. AND, UH, SO THAT WAS ALWAYS A HURDLE THAT COUNCIL DIDN'T WANT TO GO CROSS. AND SO SADLY, BLACKTOP ROADS, ASPHALT ROADS IN LAKE JACKSON HAVE SUFFERED SOMEWHAT, OR IN THIS CASE A LOT EXTREMELY. WE STILL HAVE SEVERAL OF THEM THAT, UH, UH, YOU KNOW, JUST RECENTLY WE WENT SEVERAL YEARS AGO, WE WENT BACK AND RESURFACED, UH, UH, SOUTHERN OAKS DRIVE, I THINK IT IS. AND WE RAN INTO SOME OF THE PROBLEMS THAT WE RAN INTO WITH, WHEN WE DID THE ENGINEERING ON THIS. UH, UH, WE RAN INTO THE SAME PROBLEMS THERE, UH, JUST TO DO A RESURFACING. BUT ANYWAY, SO THAT, THAT HURDLE WAS ALWAYS OUT THERE AND COUNCILS WERE, WERE RELUCTANT TO, TO, TO, TO GO FORWARD WITH THAT. UH, SO, UH, IT WAS BACK DURING THE PANDEMIC PERIOD BEFORE, UH, THIS CAME UP FOR BOND THAT WE WERE TALKING. AND, UH, MOST OF THE PEOPLE THAT ARE ON COUNCIL RIGHT NOW WERE THERE WHENEVER WE SAID THAT IT'S TIME. AND WE DID IT AT, AND THEN WE, IT WAS BROUGHT UP IN OUR STRATEGIC PLANNING IS, IS THAT, THAT WE, WE, WE ALL AGREED IT WAS TIME TO STOP WAFFLING ON THIS AND FIX SLEEPY HOLLOW. AND SO THAT'S HOW IT BECAME, IT WAS ABLE TO GET IT ON A BOND BECAUSE UP THEN IT WASN'T REALLY BEING, UH, PUSHED HARD JUST BECAUSE, AGAIN, THE BURDEN OF THAT RESTRICTION. UH, THE, THE REASON WHY THAT WAS BROUGHT UP AT THAT TIME ALSO WAS, IS THAT WHEN I TALKED TO THE CITIZENS OF, OF THAT NEIGHBORHOOD, OVERALL, THEY WERE OKAY WITH BLACKTOP ROAD. BUT ALSO THE, THE, THE GOING WITH THIS IS WE'RE GOING, IT'S NOT JUST GONNA BE A BLACKTOP ROAD, IT'S GONNA BE BLACKTOP, IT'S GONNA BE CURBED. THE, THE THING THAT'S PROMISING ABOUT THE ROAD BASE IS BASICALLY PUTTING ASPHALT ON IT. 'CAUSE I SAW IT. 'CAUSE I, I TRAVELED UP AND DOWN THREE, UH, 36, AND THAT'S WHERE I FIRST SAW THEM USING THIS TECHNOLOGY IS ONCE THEY PUT IT DOWN AND THEY GO OVER IT WITH A ROLLER, YOU DON'T EVEN HAVE TO BLACK TOP IT. THE FIRST PHASE OF PROJECTS WERE PIN OAK, FOREST STOKE, AND THE ANIMAL SHELTER, AND THEN $1 MILLION WORTH OF SPOT REPAIRS. THE SECOND PHASE WAS SLEEPY HOLLOW, WHICH WAS SOLD IN DECEMBER 23RD. SO THE START, I JUST WANNA CLARIFY, THE START DATE WAS A NOT 20, 21, A LITTLE BIT LATER, BUT WE STILL RECOGNIZE THAT I, WE ARE SIX MONTHS BEHIND.
