WE HAVE A PROCLAMATION, UH, BREAST CANCER AWARENESS MONTH, AND WE DON'T HAVE ANYBODY HERE TO PRESENT THIS TO, SO WE'RE GOING TO, I'LL READ THE PROCLAMATION.

PROCLAMATION.

HI, GERALD RA BY AUTHORITY VESTED IN ME AS MAYOR OF THE CITY OF LAKE JACKSON, TEXAS DUE, HEREBY PROCLAIM OCTOBER, 2025 AS BREAST CANCER AWARENESS MONTH.

WHEREAS WHILE CONSIDERING PROGRESS HAS BEEN MADE IN THE FIGHT AGAINST BREAST CANCER, IT REMAINS THE MOST FREQUENTLY DIAGNOSED TYPE OF NON-KIN CANCER AND THE SECOND LEADING CAUSE OF CANCER DEATH AMONG WOMEN IN OUR COUNTRY.

WHEREAS UNFORTUNATELY, MANY OF US KNOW SOMEONE OR HAVE FAMILY MEMBERS WHO HAVE OR HAVE HAD CANCER.

BUT THANKS TO EARLY DETECT DETECTION AND BETTER TREATMENTS, MORTALITY RATES FOR BREAST CANCER HAS STEADILY DECREASED IN THE LAST DECADE, WHEREAS KNOWING WHAT MAY, UH, CONTRIBUTE TO BREAST CANCER SYMPTOMS, DIAGNOSIS AND TREATMENT ARE IMPORTANT PART, IMPORTANT PARTS OF ITS PREVENTION, AS WELL AS HAVING AFFORDABLE ACCESS TO SCREENING AND EARLY DETECTION FOR ALL WOMEN, UH, IS ESSENTIAL COMPONENT IN THE FIGHT AGAINST BREAST CANCER.

WHEREAS DURING BREAST CANCER AWARENESS MONTH, WE STAND WITH OUR, WITH OUR MOTHER'S DAUGHTERS, SISTERS AND FRIENDS, AND WE RECOGNIZE ALL WHO HAVE JOINED, UH, THEIR LI THEIR LOVED ONES IN THE FIGHT AND FIGHTING THEIR BATTLE AS WELL.

AND NOW, THEREFORE, WE THE MAYOR, UH, AND THE CITY COUNCIL, THE CITY LAKE JACKSON, DO HEREBY PROCLAIM PRO, UH, HEREBY PROCLAIM THE MONTH OF OCTOBER, 2025 IS BREAST CANCER AWARENESS MONTH IN THE CITY OF LAKE JACKSON, WITNESS IN MY HAND AND THE CITY OF THE CITY, LAKE JACKSON, ON THE 20TH DAY OF OCTOBER, 2025.

SO, UH, PLEASE TAKE ADVANTAGE OF EV OF, UH, OF THE SCREENING.

UH, MY HUSBAND RAYMOND AND I HAVE BEEN MARRIED FOR OVER 31 YEARS, AND WE HAVE LIVED HERE IN LAKE JACKSON AND RAISED OUR FAMILY HERE.

UM, I'VE BEEN A LIFELONG COMMUNITY VOLUNTEER THANKS TO ALL MY BOYS.

I'VE BEEN A COACH AND TEAM MOM TO EVERY SPORT KNOWN TO MAN, UM, AND VARIOUS ORGANIZATIONS THAT I'VE VOLUNTEERED WITH.

UM, IN FACT, I AM ON YOUR ZONING BOARD OF ADJUSTMENTS AS YOUR CHAIRMAN RIGHT NOW.

UM, PROFESSIONALLY, MY CAREER STARTED IN THIS BUILDING, UH, 28 YEARS AGO THAT MODESTO WAS IN MY INTERVIEW.

UH, THEY HIRED ME TO BE THE DRIVE THROUGH CASHIER AT THE FRONT.

, STILL CAN'T BELIEVE IT'S BEEN THAT LONG, BUT OVER THE YEARS I WENT TO SCHOOL AT NIGHT, I GOT MY DEGREE AND I WORKED MY WAY UP.

I BECAME THE, OH MY GOODNESS, PUBLIC WORK SECRETARY, CODE ENFORCEMENT OFFICER, HEALTH INSPECTOR.

I HELPED IMPLEMENT THE MULTI-FAMILY APARTMENT INSPECTIONS PROGRAM.

UH, LORD, THEY TAUGHT ME EVERYTHING, BUILDING ELECTRIC, MECHANICAL, PLUMBING.

UM, AND AFTER ALMOST 17 YEARS HERE, I MOVED ON TO THE

CITY OF ALVIN, WHERE I BECAME THEIR VERY FIRST FEMALE, UH, HEALTH AND CODE SUPERVISOR AND BUILDING INSPECTOR.

AND THEN FROM THERE, I WENT ON AND BECAME THE FIRST FEMALE BUILDING OFFICIAL AND DIRECTOR OF BUILDING AND CODE IN THE HISTORY OF THE CITY OF FREEPORT.

UM, I WAS ELECTED PRESIDENT OF THE LARGEST ENVIRONMENTAL HEALTH ASSOCIATION IN THE STATE OF TEXAS AND SERVED THEM FOR OVER 20 YEARS.

I WAS ALSO THEIR LEGISLATIVE LIAISON AND TESTIFIED AT THE STATE CAPITOL ON THEIR BEHALF SEVERAL TIMES.

UM, OH MY GOODNESS, I'VE TAUGHT CODE ENFORCEMENT FOR OVER 23 YEARS, CONTINUING EDUCATION TO CODE OFFICERS AND HEALTH INSPECTORS.

IN FACT, THAT IS WHAT LED ME TO NOW IN MY RETIREMENT.

I TEACH AND ADVISE AT BRAS PORT COLLEGE BUILDING AND CODE INSPECTIONS, AND I ALSO DO BUSINESS ADVISING.

WITH ALL THAT SAID, I'VE BEEN REALLY BLESSED IN MY CAREER, BUT NONE OF IT WOULD'VE BEEN POSSIBLE WITHOUT THE CITY OF LAKE JACKSON.

UM, THE DAY THAT MATT HOUSTON AND CRAIG NESBITT ASKED ME TO BECOME A CODE ENFORCEMENT OFFICER CHANGED MY LIFE FOREVER WITHOUT THEIR, OH MY GOODNESS, THE EMPLOYEE EM REIMBURSEMENT PROGRAM THAT THEY DO FOR EDUCATION.

Y'ALL PAID FOR MY COLLEGE DEGREE, YOU PAID FOR 13 LICENSES.

THERE IS NO WAY THAT I WOULD'VE EVER BECOME THE WOMAN THAT I AM AND ACCOMPLISH WHAT I HAVE WITHOUT THE SUPPORT THAT I RE RECEIVED HERE IN THE CITY OF LAKE JACKSON.

I WAS GONNA COME TONIGHT AND ASK FOR YOUR VOTE AND YOUR SUPPORT, BUT INSTEAD, I THINK I'M JUST GONNA SAY THANK YOU SINCERELY.

I HAD TO GO AND TALK THEM DOWN A LITTLE BIT ON MY TAXES.

I'M IN, UH, OVER THERE BY UGS FIELD, MARYVALE STREET.

AND MY PROBLEM IS THAT I DON'T SEE ANYTHING HAPPENING ON THE STREET.

WE HAVE A, I'VE CONTACTED THE POLICE ABOUT THE VEHICLE THAT SETS OUT THERE IN FRONT OF THIS GUY'S HOUSE, WHICH IS NOT LICENSED, WHICH IS FINE IF THAT'S THE CASE, ANYBODY CAN DO IT.

AND THEN WE HAVE THE GUY UP ON, UH, SOUTHERN OAKS AND MARIGO.

THAT LOOKS LIKE A WAR ZONE.

I'VE SEEN BETTER THINGS IN WAR THAN I HAVE AT THAT, THAT PLACE.

AND IF I EVER WANTED TO CHANGE OR SELL MY HOUSE, AND I KNOW NONE OF YOU WOULD LIKE IT ON YOUR STREETS, YOU KNOW, WHY DO WE GET, UH, NOT EVEN THE ROAD WAS PUT DOWN WITH A COLD PATCH OVER CONCRETE, WHICH IS PITTED ALL OVER FOR THE LAST 20 YEARS ON THE SIDEWALK ON THE SEWER SIDE, WHICH I HAPPEN TO LIVE ON THAT SIDE.

IT GOES UP AND DOWN, HOLDS MOSQUITOES.

AND, UH, I'VE ASKED ABOUT THAT A LONG TIME AGO, UH, FROM A DIFFERENT MAYOR OR CITY MANAGER AT THAT TIME.

ANYWAY, UH, THEY TOLD ME IT'S MY, MY PROBLEM, I HAVE TO FIX IT.

AND THEN I GOT TOLD, NO, YOU GOTTA BE OVER 25 YEARS BEFORE YOU CAN DO IT.

I'VE BEEN THERE 42 YEARS.

AND SO IT'S JUST, UH, I'M JUST WONDERING WHY THEY'RE, UH, YOU KNOW, LAKE JACKSON'S ALWAYS BEEN PRETTY, I'VE ALWAYS BEEN INVOLVED IN STUFF.

I PROBABLY, UH, DONATE TO A LOT OF THINGS, BUT I'M UNDERSTANDING WHY THEY LET OUT THERE.

OUR STREET GO TO POT, YOU BUILD SIDEWALKS EVERYWHERE ELSE.

EVEN THE ONE THAT GOES NOWHERE, BUT THAT ONE THERE.

WHAT ABOUT REGULAR STREETS? THAT GETS USED A LOT.

OUR STREET, YOU MAY THINK NOT BEING USED A LOT, BUT IT IS, THERE'S A LOT OF PEOPLE THAT CUT THROUGH THERE TO GO ACROSS

SO I'M JUST SAYING I APPRECIATE THE, THE IDEA OF THIS AND I JUST DIDN'T KNOW WHY WE ARE GOTTEN FORGOTTEN AND WHY NOTHING HAS, UH, BEEN DONE IN 42 YEARS TO THE STREET.

THAT'S ALL I HAD TO BRING.

AND JUST A QUICK, UH, COMMENT AND, AND THE CITY MANAGER CAN FOLLOW UP, UH, CONCERNING THE, UH, VEHICLE WITHOUT TAGS AND STUFF.

WE WILL FOLLOW UP ON THAT ISSUE.

BUT, UH, AS FAR AS YOUR ROADS, WE DO HAVE, UH, WE GO THROUGH, UH, EVERY SEVERAL YEARS WE GO THROUGH AND WE DO A, A STREET, UH, BOND TASK FORCE.

AND WHAT THEY DO IS THEY GO THROUGH, UH, AND, UH, WITH RECOMMENDATIONS FROM, UH, STAFF.

AND THEN MOST RECENTLY WE HAD RECOMMENDATIONS FROM A COMPANY THAT WENT THROUGH AND DID STREET ANALYSIS, BUT THEY JUST DID, UH, MAIN THOROUGHFARES FOR US THIS TIME, NEXT TIME WE'LL HAVE 'EM COME THROUGH AND DO, UH, RESIDENTIAL STREETS.

IS THAT CORRECT? YES.

IS RESIDENT THAT WE DID THOROUGHFARES.

AND SO THAT'S HOW WE'LL DO OUR ASSESSMENTS OF STREETS GOING FORWARD.

UM, AS FAR AS COAL PATCHING, UH, RIGHT NOW, UH, THAT'S THE BEST WE CAN DO.

WE'VE GOT A PIECE OF EQUIPMENT THAT'S COMING IN THAT ALLOWS US TO DO HOT PATCHING, WHICH IS, AGAIN, PATCHING ON TOP OF CONCRETE, BUT IT'LL BE BETTER THAN COAL PATCHING.
